Por FactBox Admin

The Minister of Industry, Employment, Innovation and Trade of the Government of Cantabria, Eduardo Arasti Barca, signed on October 21, 2026, the resolution approving the addendum to the 2027 investment plan of Viesgo Distribución Eléctrica, S. L. for its electrical distribution network in the Autonomous Community. The text is published in the Official Gazette of Cantabria (BOC) no. 210, dated November 2, 2026, under section 7.2 of Environment and Energy, with the official reference CVE-2026-8426. The addendum adapts the already approved triennial plan to the increase in the investment volume limit introduced by Royal Decree 640/2026, of July 29.
The immediate precedent is the 2027-2029 investment plan that the company submitted on February 27, 2026, to the Ministry of Industry, Employment, Innovation and Trade, which was approved by resolution on April 29, 2026, published in BOC no. 86 on May 7. Royal Decree 640/2026, published in the BOE on July 31, regulates the investment plans for transmission and distribution networks; its second additional provision raises the maximum investment limit and its first transitional provision allows distributors to submit an addendum to the 2027 plan to take advantage of this margin, with the commissioning of the works between January 1 and December 31, 2027.
Viesgo registered its application on September 11, 2026, under number 2026IN001E004240, and the General Directorate of Industry, Energy and Mines issued the proposal report on October 16. The processing complies with the Resolution of June 3, 2022, of the Secretary of State for Energy and Circulars 8/2025 and 8/2021 of the CNMC, including the Standardized Identification Codes for Installations.
New substations for industrial demand
The annex concentrates the largest amounts on transmission and distribution reinforcements associated with the growth of industrial demand in the Bay of Santander, southern Cantabria, and the surroundings of Marina de Cudeyo:
- SE La Pasiega 55/12 kV (project RPJ20270109): 4,912,032 euros, two 30 MVA transformers.
- SE Marina de Cudeyo, third 55/12 kV transformer (RPJ20279936): 4,997,727 euros, with new 55 kV GIS bays.
- SE Marina de Cudeyo, new 55 kV bays and lines (RPJ20279935): 3,771,022 euros, entirely with third-party financing.
- SE La Pasiega 220/55 kV (RPJ20279934): 3,537,968 euros, with five line bays and links with Astillero-Renedo and Tanos-Nueva Montaña.
- SE Mataporquera, third 220/132 kV 180 MVA transformer (RPJ20270104): 3,477,273 euros.
Added to these are the modernization of substations in Maliaño, Ojedo, Urdón, and Tanos, the new 132 kV bays in Reinosa (RPJ20270103), the renovation of the Herrerías-San Vicente and Urdón-Reinosa lines, the undergrounding in Santoña, and the Viñón-Argüebanes link.
Digitalization, remote control, and environmental adaptation
The technological and environmental block groups the horizontal programs that the company applies across the entire network:
- Dispatch and control centers - Digitalization (RPJ20251508): 8,373,000 euros.
- Technical management systems - Digitalization (RPJ20251510): 4,488,737 euros.
- Remote management (RPJ20251511): 2,524,357 euros; Observability (RPJ20271717): 2,485,023 euros.
- Avifauna (RPJ20271722) and Climate Resilience (RPJ20271723): 2,259,111 euros each.
- Remote Control and Telecontrol (RPJ20271716): 2,033,200 euros; Smartgrids (RPJ20251509): 740,100 euros; Transport Decarbonization (RPJ20271721): 229,325 euros.
Annex figures and effects on supply
The annex organizes the actions by year. For 2027, there are 43 projects whose planned investment totals approximately 85.2 million euros; the most significant blocks are New Demand (RPJ20251502, 10,022,201 euros) and Facility Modernization (RPJ20251503, 10,009,752 euros). The total for the 2027-2029 triennium is around 200 million euros, with nearly 55.6 million in 2028 and 59.6 million in 2029.
No project declares planned subsidies, while third-party financing is limited to three items in 2027: medium and low voltage service connections (258,817 euros), new demand (5,732,307 euros), and Marina de Cudeyo bays (3,771,022 euros). The resolution emphasizes that the approval is merely indicative, as the works are a forecast to cover the estimated demand growth and may be updated in subsequent annual plans.
Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal within two months before the Contentious-Administrative Chamber of the High Court of Justice of Cantabria.
The scope of the decision is twofold: it establishes the investment framework with which Viesgo will address new industrial and residential demand and the connections for renewable generation and self-consumption in Cantabria during 2027, and it determines which reinforcement, digitalization, and avifauna protection actions enter the calendar for the next fiscal year. The quality of supply in the affected municipalities and the recognition of the investments as a natural extension of the network for remuneration purposes depend on their execution.
