Cantabria, ADIF y SICAN firman la terminal intermodal Llano de la Pasiega

The Official Gazette of Cantabria publishes this Thursday, October 8, 2026, in issue number 194, the resolution ordering the publication of the agreement signed between the Government of Cantabria, the public business entity Railway Infrastructure Administrator (ADIF), and the public company Suelo Industrial de Cantabria, S. L. (SICAN) for the construction, financing, and operation of the “Llano de la Pasiega” Intermodal Terminal. The agreement was signed on September 16, 2026, and the resolution making it public, with reference CVE-2026-7837, is dated in Santander on October 2, 2026.

The publication is agreed upon in application of article 163.3 of the Cantabria Law 5/2018, of November 22, on the Legal Regime of the Government, the Administration, and the Institutional Public Sector of the Autonomous Community of Cantabria. The text appears in section I of the gazette, under the heading of the Ministry of Industry, Employment, Innovation, and Trade and its General Secretariat, and occupies pages 51099 to 51116.

The resolution is signed by the general secretary, Teresa Gómez Vázquez, and it records that the agreement was signed by the president of ADIF and by the Minister of Industry, Employment, Innovation, and Trade of the Government of Cantabria, who also acted in the name and representation of the commercial entity Suelo Industrial de Cantabria, S. L.

Who signs and what is agreed

  • Government of Cantabria, through the Minister of Industry, Employment, Innovation, and Trade.
  • ADIF (Railway Infrastructure Administrator), public business entity, represented by its president.
  • SICAN (Suelo Industrial de Cantabria, S. L.), public company, represented by the same minister.
  • Purpose of the agreement: construction, financing, and operation of the “Llano de la Pasiega” Intermodal Terminal.

A unique project of regional interest

The agreement refers to a logistics infrastructure linked to the Regional Interest Project (PSIR) Llano la Pasiega, in the municipality of Piélagos. This is stated in the documentation for the new electrical distribution substation S.E. Llano de la Pasiega, a 220/55/12 kV system, processed by the General Directorate of Industry, Energy, and Mines under file AT-99-2025 and published in the Official Gazette of Cantabria number 187, of September 29, 2026 (CVE-2026-7399).

According to that file, the purpose of the substation is to “guarantee the electricity supply to the new Regional Interest Project (PSIR Llano la Pasiega)” and its location is defined in plot ST1, with cadastral reference 39052A306150400001XS, already classified as industrial land. The project is promoted by Viesgo Distribución Eléctrica, S. L. (NIF B62733159).

Environmental and territorial background

  • The Environmental Impact Report for the substation and its associated lines was formulated under reference EIA-SIMP.031.2025, and its resolution was published in the Official Gazette of Cantabria number 108, dated June 8, 2026.
  • The project is part of the Strategic Productive Integral Area (AIE/Pro) Piélagos – Villaescusa, as stated in the gazette of September 10, 2026 (CVE-2026-7070).
  • The associated electrical processing is governed by Decree 6/2003, of January 16, and by the state regulations for high-voltage lines and installations.

Publication and effects

The resolution expressly mandates the publication of the agreement in the Official Gazette of Cantabria, which is reproduced as an annex with the same reference CVE-2026-7837. The announcement closes with the date of Santander, October 2, 2026, and the signature of the general secretary.

The official publication of the agreement provides legal coverage and transparency to an action that combines industrial land, railways, and energy: the intermodal terminal aspires to become a logistics node for the Santander bay arc, and its development already conditions electrical and urban investments in Piélagos and its surroundings.
