Cantabria opens public consultation to create the geriatric nursing specialty

The Cantabrian Health Service (SCS) has submitted for the joint process of hearing and public information the draft Order by which the category of specialist nurse in geriatric nursing will be created within its health institutions. The decision is formalized in the Resolution published in the Official Gazette of Cantabria (BOC) number 185, dated September 25, 2026, with reference CVE-2026-7418, and signed in Santander on September 17, 2026, by the managing director of the organization, Luis Carretero Alcántara.

The resolution is adopted under article 51.3 of the Cantabria Law 5/2018, of November 22, on the Legal Regime of the Government, the Administration, and the Institutional Public Sector of the Autonomous Community of Cantabria, in relation to article 133.2 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. The text orders the publication of the resolution in both the BOC and the Cantabria Transparency Portal.

The projected regulation is part of the organization of the statutory categories of the SCS and refers to all its health institutions. With this, the Ministry of Health seeks to provide regulatory coverage for a nursing specialty oriented toward the care of elderly people, a field that until now did not have its own category within the organization.

Hearing and public information process

The first agreement of the Resolution submits for the joint process of hearing and public information the draft Order by which the category of specialist nurse in geriatric nursing is created within the Health Institutions of the Cantabrian Health Service. The second agreement provides for the publication of the resolution in the Official Gazette of Cantabria and in the Cantabria Transparency Portal.

The chosen procedure is that of hearing and public information, which allows any interested person or entity to comment on the content of the text before its final approval.

Ten business days to submit allegations

The fourth agreement establishes the conditions of the participatory process:

• Deadline: ten business days counting from the day following the publication of the Resolution in the BOC.
• Recipient: the Managing Directorate of the Cantabrian Health Service.
• Submission channels: any of the places established in article 134.8 of the Cantabria Law 5/2018, or the Cantabria Transparency Portal.
• Scope: any interested party may submit in writing the allegations or contributions they consider appropriate regarding the content of the draft Order.

The third agreement details where the draft Order can be examined before submitting contributions:

• Management Office of the Cantabrian Health Service, at J. Gutiérrez Solana Street 4, 1st floor, 39011 Santander.
• Transparency Portal of the Government of Cantabria, at the address http://participacion.cantabria.es/.

Immediate precedent in the same body

Eleven days earlier, the SCS activated an identical procedure for another health regulation: the creation of Advanced Palliative Care Units and the regulation of their organization and operation, published with reference CVE-2026-7119 in the BOC number 177, of September 14, 2026, page 45795, and signed by Luis Miguel Carretero Alcántara. Both files share the same legal basis, a period of ten business days, and the channel for submitting allegations.

The creation of the category of specialist nurse in geriatric nursing directly affects the personnel structure of the Cantabrian Health Service and the care provided to the elderly population of Cantabria. The period now open is the only formal opportunity for professional associations, trade unions, and citizens to influence the text before it is approved as an Order.
