The Regional Ministry of Development, Housing, Territorial Planning and Environment of Cantabria has resolved to grant personal subsidies to tenants for the payment of housing rents under the 2022-2025 State Plan to 2,407 beneficiaries, for a total amount of 757,584.78 euros corresponding to the monthly payment for July 2026. The resolution, signed in Santander on September 2, 2026, by the regional minister Roberto Media Sainz, is published in the Official Gazette of Cantabria number 175, dated September 10, 2026, with reference CVE-2026-7071.

Regulatory Framework

The aid is framed within Royal Decree 42/2022, of January 18, which regulates the Youth Rental Bonus and the State Plan for access to housing 2022-2025, and Decree 1/2025, of January 9, which develops the subsidy programs, their regime, and the granting procedure in Cantabria. The plan articulates, among others, the housing rental aid program, the aid program for victims of gender-based violence, persons subject to eviction, homeless persons and other especially vulnerable persons, and the aid program for young people and the demographic challenge.

The proposal for granting and payment was submitted on August 27, 2026, by the Directorate General of Housing and Architecture, with a favorable report from the Comptroller’s Office and the Housing Plan Management Service. The regional minister is the competent body to issue the resolution in accordance with article 9.1 of Law 10/2006, of July 17, on Subsidies of Cantabria, and article 26 of Decree 1/2025.

Amount and Financing

The resolution authorizes and allocates an expenditure of 757,584.78 euros, financed through budget application 04.07.261A.481 of the General Budgets of the Autonomous Community of Cantabria for 2026. Payment will be made through the Directorate General of Treasury, Budgets and Financial Policy, in accordance with the Provisional Instruction for the Financial Administration of the Autonomous Community.

Individual amounts vary according to the file and the number of recognized months, with amounts ranging between 95 and 340 euros per month per beneficiary. The annex to the resolution, which spans 141 pages, lists each file with its holder, the amount of aid, the application date, and the number of months.

Publication and Appeals

In accordance with article 26.5 of Decree 1/2025, the resolution is published in the Official Gazette of Cantabria and, complementarily, on the notice board of the website of the Directorate General competent in housing matters, both publications replacing personal notification. Against the resolution, which exhausts the administrative route, the following may be filed:

  • Appeal for reversal (recurso de reposición) before the counselor within one month from the day following its notification.
  • Contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Cantabria within two months.

Impact

The mass payment of the July monthly installment provides direct relief for thousands of Cantabrian families facing rental costs in a context of pressure on housing prices. The monthly granting of these aids, articulated through the 2022-2025 State Plan, consolidates a mechanism of continued support for the most vulnerable tenants in the community, and its publication in the official bulletin guarantees the transparency of the procedure and the right of the beneficiaries to know and, if applicable, appeal the resolution.
