Canovelles announces a vacancy for the position of second-class auditor for temporary coverage

The Canovelles City Council has approved the call and the rules to temporarily fill the position of Second Class Comptroller, intervention-treasury subscale, entry category and classification group A1. The decision is formalized through Mayoral Decree no. 2026-1802, dated October 15, 2026, and is published in the Official Gazette of the Province of Barcelona on October 16, 2026, with the official reference CVE 202610154344 (pp. 1-7). The planned provision system is a secondment (commission of services), provisional appointment, or the accumulation of functions.

The text is published in compliance with Article 76 of Decree 214/1990, of July 30, which approves the Regulations for personnel in the service of local entities, and includes the full text of the approved rules. The need for the appointment is linked to the secondment status of the current holder of the position, with an initial expected duration of one year, extendable for one more year.

An economic control position with 25,862.58 euros annually

The job is classified in classification group A, subgroup A1, of the municipal civil service personnel. The assigned destination supplement level is 30 and the specific supplement planned for the year 2027 is 1,834.47 euros per month, equivalent to 25,862.58 euros per year.

The working day will be full-time in accordance with the applicable regulations, with one exception: if the coverage is carried out through the accumulation of services, the working day will be part-time, at 30%.

The basic functions of the position are those described in Article 4 of Royal Decree 128/2018 and include:

• The auditing function and internal control of economic-financial and budgetary management.
• Financial control in the modalities of permanent control and public auditing.
• The control of subsidies and public aid, in accordance with Law 38/2003, of November 17.
• The reporting of budget projects and modification files.
• The prior report to the agreement or modification of credit operations and to the approval of the budget liquidation.
• Financial accounting, the formation of the general account, and the management of the accounting register of invoices.

Five business days and national qualification

The deadline for submitting applications is five non-extendable business days, counting from the day after the publication of the announcement on the electronic headquarters of the Canovelles City Council and in the Official Gazette of the Province of Barcelona. The call is also displayed on the corporation’s electronic notice board.

The main requirement to apply is to be a local administration civil servant with national qualification, a condition that must be met at the time of submitting the application. The documentation to be provided includes:

• National identity document.
• Accreditation of the status of local administration civil servant with national qualification.
• Documentation proving the merits alleged for their evaluation.

Applications may be submitted electronically through the municipal electronic office, at the General Registry of the City Council, located at the Citizen Service Office (Pl. de l’ajuntament núm. 1), or through any of the channels specified in article 16.4 of Law 39/2015, of October 1. The requests must be addressed to the president of the corporation.

Suitability report, interview and one-year duration

Once the deadline has closed, a suitability report will be issued for each applicant, evaluating experience in similar positions, studies and specific training, and other curricular aspects such as teaching or publications. An interview may be convened to verify the professional profile of the candidates.

The report will include a reasoned proposal in favor of a candidate, which will be submitted to the president to fill the position via service commission, accumulation, or provisional appointment. In the case of a service commission, the maximum duration will be one year, extendable for one more year if the need persists. With accumulation or provisional appointment, the effects will cease when any of the circumstances that motivated their adoption disappear.

The announcement is forwarded to the College of Secretaries, Auditors and Treasurers of Local Administration of Catalonia (CSITAL) so that it may be publicized on its website during the same five-day period. Against the call and the bases, which exhaust the administrative route, an optional appeal for reversal may be filed within one month before the mayor’s office or a contentious-administrative appeal within two months. The announcement is signed by the mayor, Emiliano Cordero Soria, in Canovelles, on October 15, 2026.

Filling this position is relevant because the auditing body is the key piece of municipal economic and budgetary control: without a holder, the Canovelles City Council sees the auditing of expenditure, the issuance of prior reports, and the preparation of annual accounts limited—functions that local treasury regulations reserve for civil servants with national qualification.
