Candelaria appoints Cabrera Jiménez as trainee sub-inspector of the Local Police

The Mayor-President of the Candelaria City Council has issued Decree No. 2692/2026, of August 20, appointing Gustavo Oliver Cabrera Jiménez as a trainee official for the position of Sub-Inspector of the Local Police Force, having passed the selection process convened via the internal promotion track and through the competitive examination system. The announcement, with registration number 1758508, is published in the Official Gazette of the Province of Santa Cruz de Tenerife number 102, of August 26, 2026, page 24199.

The procedure was convened by the Mayor-President’s Decree No. 1505/2023, of May 24, 2023, published in the BOP of June 9, 2023, and in the BOE of July 27, 2023. The process lasted more than three years, with successive corrections and delays attributed to a lack of technical means and the workload of the qualifying tribunal, which postponed the holding of tests on several occasions due to scheduling reasons.

A selection process of more than three years

The file, processed under number 525/2023, accumulated numerous administrative milestones before reaching the appointment:

  • Call and bases approved on May 24, 2023 (Decree 1505/2023).
  • Correction of the bases by Decree 3064/2023, of October 18.
  • Provisional list of admitted and excluded candidates (Decree 0264/2024, of February 6) and the final list with the tribunal (Decree 3191/2025, of October 16).
  • Tests held between June and August 2026, with tribunal minutes dated March 19, June 1, July 2, July 7, August 11, and August 13, 2026.

Grades and appointment

The qualifying tribunal, presided over by Rhodia Antonio Jurado Ruiz and with Octavio-Manuel Fernández Hernández as secretary, declared the applicant fit in all phases. The final score was as follows:

  • Examination phase: 16.90 points (theoretical exercise 8.28; practical exercise 8.62).
  • Merit phase: 3.70 points.
  • Total score: 20.60 points.

In accordance with the tribunal’s proposal reflected in the minutes of August 11, 2026, the Mayor’s Office proceeded with the appointment as a trainee official, following the oath or promise to abide by the Spanish Constitution and the Statute of Autonomy of the Canary Islands.

For the internship period, two tutors were designated, proposed by the tribunal in the minutes of August 13, 2026:

  • Ricardo Rivero González, Sub-Inspector of the Local Police of the Granadilla de Abona City Council.
  • Javier Viera Perdomo, Deputy Commissioner of the Local Police of the Santa Cruz de Tenerife City Council.

The appointment is based on Law 2/2023, of March 1, which regulates the professional career and internal promotion of the Local Police Forces of the Canary Islands, on Decree 178/2006, of December 5, and on article 21.1.g) of Law 7/1985, of April 2, which grants the Mayor’s Office the authority to appoint civil service personnel.

Filling this command position reinforces the structure of the Candelaria Local Police, which had had the vacancy since 2023. The incorporation of a sub-inspector in training, along with the designation of external tutors, represents a step toward completing the force’s staff and guaranteeing the continuity of the security service in the municipality.
