Canaries and Loro Parque readjust the annual payments of the CAN-BIO agreement
Por FactBox Admin

The Government of the Canary Islands and Loro Parque Fundación have modified the annual distribution of the collaboration agreement for the CAN-BIO project (2024-2027) without altering the total budget, which remains at 2,000,000 euros. The addendum was signed on September 30, 2026, and is published in the Official Gazette of the Canary Islands (Boletín Oficial de Canarias) no. 210, dated October 21, 2026, by resolution of October 5, 2026, from the Vice-Ministry of Ecological Transition, Fight against Climate Change and Energy (reference 3628).
The original agreement was signed on December 31, 2024, by the Ministry of Ecological Transition and Energy and Loro Parque Fundación, and was published in the Official Gazette of the Canary Islands no. 27, dated February 7, 2025. Its purpose is the study of the effects of climate change on the ocean, ecosystems, and critically endangered species in the Canary Islands.
The publication is based on Article 20.1 of Decree 11/2019, of February 11, which regulates agreement activity and the electronic registries of agreements and cooperation bodies of the Autonomous Community of the Canary Islands, and Article 10.1.f) of Decree 1/2026, of January 26, which approves the Organic Regulation of the department.
New distribution of annual payments
The addendum modifies the third clause of the agreement, relating to financing and payment for the works, and reorganizes the fiscal years without touching the global amount. The contribution from the Ministry of Ecological Transition and Energy is as follows:
- 2024: 0.00 euros.
- 2025: 300,000.00 euros.
- 2026: 250,000.00 euros.
- 2027: 450,000.00 euros.
The contribution from Loro Parque Fundación is distributed as follows:
- 2024: 500,000.00 euros.
- 2025: 200,000.00 euros.
- 2026: 250,000.00 euros.
- 2027: 50,000.00 euros.
Both parties therefore contribute one million euros each, with a total budget of 2,000,000 euros. Public funds are allocated to budget application 1204 456J 6402200, investment project 246G0022 “Climate Change Agreements”.
Payment and justification schedule
Payment will be made upon presentation of invoices through the Electronic Invoice Entry Points (PeFAC or FACe), with DIR3 code 05033174, and via transfer to Loro Parque Fundación (CIF G38361903), located at calle Bencomo, 1, Puerto de la Cruz. The established schedule is as follows:
- Payment 1, 300,000.00 euros: second fortnight of November 2025, with justification of expenditure from December 31, 2024, to November 15, 2025.
- Payment 2, 250,000.00 euros: second fortnight of November 2026, with justification of expenditure from November 15, 2025, to November 15, 2026.
- Payment 3, 450,000.00 euros: second fortnight of November 2027, with justification of expenditure from November 15, 2026, to November 15, 2027.
Each annuity requires a partial justificatory report of work and results, except for that of 2027, which requires a final report. The text warns that amounts may vary within the budgeted framework due to circumstances of the project’s development, without modifying the total cost.
Subprojects and prior processing
The budget is distributed among thirteen subprojects, including CanOA + Boyas (404,196.48 euros), MacPAM (229,563.56 euros), Tortugas (197,640.00 euros), SonMAR (184,756.00 euros), BioACU (178,047.56 euros), Marcas y Detectores (165,758.86 euros), BuoyPAM (150,431.60 euros), BioTER (147,948.24 euros), Elasmobranquios (143,900.00 euros), BioMAR (20,000.00 euros), in addition to items for awareness and citizen science, meetings, and contingencies.
The modification has the agreement of the Monitoring Commission of the agreement of February 28, 2025, and a prior technical report of April 25, 2026, signed by Javier Luis Ramos Delgado, technician, and Gustavo Pestana Pérez, head of section of the Climate Change and Environmental Information Service. The file justifies the choice of the private entity due to its link to the objective, its technical capacity, and its commitment to co-financing, and rules out direct execution, administrative contracting, and subsidies as they do not align with the collaborative nature of the project.
The addendum maintains the administrative nature of the agreement, in accordance with Law 40/2015, of October 1, and Decree 11/2019, and will be registered in the General Registry of Agreements of the regional Public Sector. The signature corresponds to counselor Mariano Hernández Zapata and the president of the board of Loro Parque Fundación, Christopher Jerome Kiessling; the publication resolution is signed by vice-counselor Julieta Cristina Schallenberg Rodríguez.
The readjustment allows the disbursements to be adapted to the actual pace of execution of a two-million-euro project co-financed fifty percent between a regional ministry and a private foundation, and provides documentary evidence of the technical report and the agreement of the monitoring body. For the reader, the key is that the global amount does not change and that the payment schedule is tied to annual justificatory reports, which reinforces the control over the use of public funds regarding biodiversity and climate change.
