Canary Islands resolve grants for hiring unemployed youth from the Youth Guarantee

The General Directorate of Youth of the Department of Social Welfare, Equality, Youth, Childhood and Families has published the provisional resolution of the call for grants aimed at financing the employment of unemployed young people to obtain professional internships linked to projects of public and social interest. The resolution, signed on August 21, 2026, by the general director Daniel Morales García, appears in the Official Gazette of the Canary Islands number 177, dated September 3, 2026.

The call is framed within Order No. 477/2026, of May 14, 2026, published in BOC number 111, of June 5, 2026, and is co-financed by the European Social Fund Plus (ESF+) within the 2021-2027 multiannual financial framework. Its objective is to promote the labor insertion of young people registered in the National Youth Guarantee System through their hiring in projects of public and social interest in the islands.

Result of the call

The credit assigned to the call amounts to 2,000,000.00 euros. After the evaluation by the Assessment Commission, a total of 34 projects obtained a score equal to or higher than 50 points, for a combined amount of 2,072,892.60 euros.

• 32 applications are proposed as beneficiaries, for a global amount of 1,975,371.50 euros (Annex I).
• The remaining 24,628.50 euros is insufficient to cover the next application in order of score, that of the Asociación Scouts Exploradores Bentaya (68,037.08 euros).
• The application from the ONG Abrigos y Sonrisas (29,484.02 euros) is also not granted, remaining in a reserve status along with the previous one (Annex II).
• Priority 2 projects are not evaluated as the credit was exhausted by Priority 1 applications.

Dismissed appeals

Of the 14 entities whose applications were dismissed for failure to meet requirements, nine filed appeals, all of which were entirely rejected by the Evaluation Commission. The common cause for dismissal (code 04) was the lack of real and transversal integration of the gender perspective in the projects, as required in the seventh clause of the call.

• ASOCAN (Association of Lifeguards of the Canary Islands), for “Seguridad Acuática Canarias”.
• Fundación Canaria Main, for “Fortalece Main 2.0” and “Solidaridad 2.0”.
• CINE+CÓMICS (Foundation for the Promotion and Study of Image Narratives).
• Asociación Canaria Generación 21, for “Educando en valores 2027”.
• Fundación Canaria Martínez Abolafio, for “Raíces del Cambio”.
• Asociación Meraki Formación y Desarrollo, for “Raíces del Recuerdo”.
• ONG Nutrición sin Fronteras, for “Sembrando Futuro con Raíces Canarias”.
• ACEA (Association of Commerce and AJEI Entrepreneurs of San Bartolomé), for “ACEA Emplea Joven”.

The Commission considered that the ex post submission of equality plans, clarifying documents, or logical framework matrices does not remedy the lack of a gender perspective in the original technical report, governed by the principle of intangibility of the application. No allegations were presented by the Fundación Canaria El Buen Samaritano, the Asociación de Reinserción Social de Menores Anchieta, Psicólogos sin Fronteras, the Asociación de Personas Sordas de Tenerife, and the Asociación Quiero ser como tú Ayúdame.

Deadline and procedures

Beneficiary entities must communicate the express acceptance of the grant within ten business days from the publication, along with the signed hiring commitments with the young people and the registration in SEFLOGIC. Acceptance implies inclusion in the list of operations co-financed by the ESF+. If any entity does not accept, the instructing body may incorporate the applicants on the reserve list according to the scoring order.

The provisional resolution also opens a period of ten business days for interested parties to present allegations before the final resolution. With a budget of two million euros, this call constitutes one of the main channels of the autonomous community to boost youth employability in the islands, financing professional internships in projects of public and social interest.
