Por FactBox Admin

The Official Gazette of the Canary Islands publishes this Tuesday, October 20, 2026 (no. 209), the agreement through which the Ministry of Social Rights, Consumption and 2030 Agenda channels a direct grant of 30,000,000 euros to the Autonomous Community of the Canary Islands to finance the program for the fight against poverty and basic social service benefits. The agreement was signed on September 16, 2026, and its execution period runs from June 1, 2026, to May 31, 2027. The publication is ordered by the Resolution of September 17, 2026, of the Technical General Secretariat of the Department of Social Welfare, Equality, Youth, Childhood and Families.
The regulation enabling the operation is Royal Decree 642/2026, of July 29 (BOE of July 30), which regulates the direct granting of subsidies from the department to various entities, including the Autonomous Community of the Canary Islands, under article 22.2.c) of the General Subsidies Law 38/2003, of November 17. The agreement was entered into the department’s Registry of Agreements on September 16, 2026, under number RCO2026TF00035, and its publication in the gazette responds to the mandate of article 29.2 of Law 12/2014, of December 26, on transparency and access to public information, which requires the dissemination of agreements within twenty days of their signing.
Signatories and legal backing
The text is signed by Minister Pablo Bustinduy Amador, representing the Ministry of Social Rights, Consumption and 2030 Agenda, and by Councilor María Candelaria Delgado Toledo, on behalf of the Department of Social Welfare, Equality, Youth, Childhood and Families. The publication resolution bears the signature of the technical general secretary, María de los Ángeles Bogas Gálvez.
The agreement is based on the regional competence for the development of social policies recognized by Organic Law 1/2018, of November 5, and on the attribution of functions to the General Directorate of Family Diversity and Social Services of the Ministry, which assumes the monitoring and control of the grant. The Community submitted its application on August 3, 2026, in accordance with the procedure of Royal Decree 642/2026.

Canarian Citizenship Income, Minimum Vital Income and primary care
The annex of the agreement details 18 actions of the program to fight poverty and social exclusion, including the co-financing of the Canarian Citizenship Income (RCC), the reinforcement of access to the Minimum Vital Income (IMV) and the Canarian Insertion Benefit (PCI), second chance schools, care for the homeless, shared intergenerational housing, telecare, and home help.
It also includes programs for single-parent families, women victims of gender-based violence, the Roma population, the LGBTI collective, immigrants and unaccompanied foreign minors, former foster youth, elderly people and people with disabilities, as well as accommodation, soup kitchens, and food distribution.
The second block reinforces the basic benefits of primary and community social care services: information and guidance, home help, accommodation and coexistence, prevention and social insertion, and social cooperation, with complementary financial aid. It also finances the digitalization of procedures and the implementation of the Information System for Users of Social Services (SIUSS) and its replacement, the State Information Management System for Social Services (SEGISS).
The agreement arrives with nearly one-third of the execution period already elapsed, as expenses are justifiable from June 1, 2026, and requires the incorporation of the Ministry’s institutional logo on all dissemination materials. For municipal social services and third-sector entities executing these benefits in the islands, the text establishes the financing and control framework until May 2027.
