Canary Islands appoints Irache Yordá Gómez as territorial secretary of Education

The Counselor for Education, Vocational Training, Physical Activity and Sports of the Government of the Canary Islands, Hipólito Alejandro Suárez Nuez, has resolved the call for the free appointment of job position no. 15288, titled Territorial Secretary, assigned to the General Technical Secretariat of said Department, and has appointed the civil servant Irache Yordá Gómez to occupy it. The decision is formalized through the Order of September 21, 2026, published in the Official Gazette of the Canary Islands no. 197, of October 1, 2026, in section II (Authorities and personnel), page 35761 (official reference: no. 3385).

The position had been announced via Resolution of July 9, 2026, from the General Technical Secretariat, issued by virtue of the delegation conferred by the Resolution of the Director General of the Civil Service of December 9, 2019. After the application period ended, the General Directorate of the Civil Service issued a report on September 11, 2026, certifying that the only applicant who meets the legally and regulatorily established requirements is Irache Yordá Gómez. The file is completed with the proposal-report from the General Technical Secretariat, dated September 15, 2026.

The resolution is based on points 3 and 4 of article 78 of Law 2/1987, of March 30, of the Canarian Civil Service, and on articles 17 to 21 of Decree 48/1998, of April 17, which regulates the provision of job positions for civil service personnel of the regional Administration. The counselor’s competence derives from article 29.1.c) of Law 14/1990, of July 26, on the Legal Regime of the Canarian Public Administrations.

Deadlines for cessation and taking office

The designated official must cease their current position within three business days starting from the day following the publication of the Order in the Official Gazette of the Canary Islands. The assumption of office must occur within the same period, starting from the day following the cessation, if the position held is located on the same island as the destination obtained; the period is extended to one month if the position of origin is located outside that island or if the assumption of office involves reinstatement to active service.

Appeals against the resolution

The Order concludes the administrative process, therefore the following may be filed against it:

• An optional appeal for reversal (recurso potestativo de reposición) before the Minister of Education, Vocational Training, Physical Activity and Sports, within one month from the day following its publication.
• A contentious-administrative appeal before the competent Contentious-Administrative Courts, within two months from the day following its publication.
• If the appeal for reversal is chosen, the contentious-administrative route cannot be pursued until the former is expressly resolved or dismissed by administrative silence within one month.

Other appointment in the same Ministry

In the same issue of the gazette, the Ministry of Education, Vocational Training, Physical Activity and Sports publishes a second resolution of discretionary appointment, also dated September 21, 2026 (official reference: no. 3386, page 35763). In this case, position no. 12031, titled Head of the Legal Technical Advisory Service, assigned to the Support Unit for the Vice-Ministry of Education, is awarded to the official María Imada Rodríguez Castellano, following the report-proposal from the Vice-Ministry of Education of September 17, 2026, and the memorandum-proposal from the Technical General Secretariat of September 18, 2026. The position is level 28, with 75 points of specific supplement and located in Santa Cruz de Tenerife.

The appointment consolidates the administrative leadership of the Ministry of Education a few weeks before the start of the school year, by filling two level 28 positions in the territorial and legal advisory structure of the department. The appointment of Irache Yordá Gómez to lead the Territorial Secretariat of the Territorial Directorate of Education of Santa Cruz de Tenerife implies that she will assume the coordination and execution of the guidelines of that body in the western province, a key position for the management of centers and teaching staff in the islands of that jurisdiction.
