Canary Islands signs 25,000 euro agreement for financial education micro-credentials

The Department of Economy, Industry, Trade and Self-Employed of the Government of the Canary Islands and the University of the Middle Atlantic (UNAM) have signed a collaboration agreement for the provision of university micro-credentials related to financial education, endowed with 25,000.00 euros. The agreement, signed on August 13, 2026, is published in the Official Gazette of the Canary Islands (BOC) No. 171, dated August 26, 2026, by means of the Resolution of the Technical General Secretariat providing for its publication.

The agreement falls within the Department’s competence regarding the planning and promotion of economic activity, with the objective of fostering training actions that strengthen the capacity of Canary Island citizens and improve their skills in matters of economic and social relevance. The publication is carried out in compliance with Law 12/2014, on transparency and access to public information, and Decree 11/2019, which mandate the dissemination of public sector agreements in the BOC within twenty days of their signing.

The agreement is signed, on one hand, by Manuel Domínguez González, Minister of Economy, Industry, Trade and Self-Employed, appointed by Decree 43/2023, of July 14; and, on the other, Ana María González Martín, Rector Magnificence of the University of the Middle Atlantic, a private university with CIF B09967399 and headquarters at Carretera de Quilmes, 37, Las Palmas de Gran Canaria.

  • UNAM acts in accordance with the powers conferred upon it by Decree 9/2024, of January 22.
  • The agreement is governed by Law 40/2015, on the Legal Regime of the Public Sector, and Decree 11/2019 regarding registry registration and publicity.
  • The file includes favorable reports from the UNAM Legal Advisory (June 23), the Vice-Department of Legal Services (June 30), and the General Directorate of Universities (July 1, 2026).

Purpose and commitments of the parties

The purpose of the agreement is to promote the training of the target students in knowledge, skills, and competencies of financial education, favoring their personal autonomy, their preparation for professional life, and the strengthening of their economic culture. UNAM will be responsible for the design, organization, academic approval, delivery, evaluation, and certification of the micro-credentials.

  • The Department, through the General Directorate for Economic Promotion and Diversification, will analyze training needs, collaborate in the definition of content, and finance the cost of the micro-credentials.
  • The UNAM will process the approval of the micro-credentials, develop the content, provide the teaching, and issue the degrees and accrediting certificates.
  • A joint Monitoring Committee will be established, with two representatives from each party, which will meet at least once a year.

Financing and Validity

The total amount is 25,000.00 euros, charged to the budget application 15.14.433C.227.09 “Other work carried out by non-profit companies or institutions,” and will be transferred to the UNAM in a single payment after signing. The amount may be increased by addendum when necessary to cover all micro-credentials during the term of the agreement.

  • The transfer will be made to the account registered in the Autonomous Community’s SEFLOgic system.
  • The funds will not form part of the UNAM’s assets and must be used exclusively for the planned activities.
  • The term of validity is four years from the signing, extendable by mutual agreement.

The agreement reinforces the Government of the Canary Islands’ strategy to bring economic training closer to the citizens through university micro-credentials, a flexible and high-quality format that allows for the updating of skills in a field as decisive as financial education. With this collaboration, the archipelago advances in the economic empowerment of its inhabitants and in the promotion of a solid financial culture, in line with the public interest of fostering economic activity and entrepreneurship in the islands.
