Canary Islands stabilizes five hospital emergency doctors

The Canary Islands Health Service has appointed five professionals as permanent statutory staff in vacant basic positions in the category of Hospital Emergency Physician, Health Group A/A1, as part of the exceptional selection process for the stabilization of long-term temporary employment. The decision was adopted via the Resolution of August 6, 2026, signed by the Director of the organization, Adasat Goya González, and published in the Official Gazette of the Canary Islands (BOC) no. 168, dated August 21, 2026.

This is the second award by merit competition, covering vacancies that arose following resignations and the failure to take office from the first award. The new holders must join within a non-extendable period of 15 calendar days from the publication of the resolution.

A long-term stabilization process

The framework for the appointment dates back to the Resolution of December 23, 2022, from the General Directorate of Human Resources, published in BOC no. 255 on December 29, 2022, which called for the extraordinary selection processes for the stabilization of temporary employment and the ordinary processes for access to permanent statutory staff status. The call is framed within Law 20/2021, of December 28, on urgent measures for the reduction of temporality in public employment.

Following the first award, resolved by the Resolution of May 29, 2026 (BOC no. 118, of June 15), the Managements of the “Dr. Negrín” University Hospital of Gran Canaria and the Insular-Materno Infantil University Hospital Complex declared certain positions vacant due to failure to take office. The General Directorate of Human Resources then formulated a final award based on strict order of precedence, which gives rise to this resolution.

The new holders and their destinations

The five appointed professionals are distributed between the two major hospitals in the province of Las Palmas:

David Imar Álvarez Pérez — Materno-Insular University Hospital.
Carmen Muñoz Darias — Materno-Insular University Hospital.
Rodolfo Rogelio Delgado Martínez — Materno-Insular University Hospital.
Cristina Lorenzo Domínguez — “Dr. Negrín” University Hospital of Gran Canaria.
Sara Isabel Almeida González — “Dr. Negrín” University Hospital of Gran Canaria.

All positions correspond to specialized care, and access is granted via the free form, with a specialized care assistance level.

Conditions for taking office

The taking of office must be carried out before the Management Directorates of the destination hospitals, identifying oneself with a DNI, NIE, or passport. Those already providing services at the center do not need to provide documentation that is already present in their file.

Personnel who gain access as permanent statutory staff through these stabilization processes may not obtain a service commission outside the Canary Islands Health Service for two years from the date of taking office, except in cases of gender-based violence or terrorism. Those who do not join within the deadline will lose the rights derived from their participation, except for justified causes assessed by the General Directorate of Human Resources.

The resolution, which was processed urgently in accordance with Resolution No. 3496/2025 (BOC No. 210, of 10.23.2025), may be appealed for reversal before the Director of the Canary Islands Health Service or through contentious-administrative channels before the High Court of Justice of the Canary Islands.

The definitive coverage of these positions reinforces the stability of the staff at reference hospitals in Gran Canaria and guarantees the continuity of care in emergency services, a central objective of the public health employment stabilization policy in the Canary Islands.
