Canarias fills the posts of Intervention and Treasury with provisional appointments.

The Government of the Canary Islands has published in Boletín Oficial de Canarias (BOC) No. 163, of 14 August 2026, the Resolution of 3 August 2026 of the Dirección General de la Función Pública (General Directorate of the Civil Service) giving publicity to 18 resolutions for the temporary provision of posts reserved for local government officers with national accreditation. The appointments, whether accidental, interim or exceptional and circumstantial, cover vacancies in Intervention, Treasury and Secretariat in corporations such as the Valverde City Council or the Island Council of El Hierro. The measure aims to prevent the lack of a permanent officeholder from paralysing the management of the entities concerned.

The resolutions are issued under Articles 50 to 53 of Royal Decree 128/2018, of 16 March, which regulates the legal regime of local government officers with national accreditation, and under the fifteenth additional provision of Law 7/2015, of 1 April, on the municipalities of the Canary Islands, added by Decree-Law 6/2019, of 10 October, and converted into Law 18/2019, of 2 December. The publication certifies the impossibility of temporarily covering those posts with accredited staff, a prior requirement for the appointment of officers from within each corporation. The text appears in the section “Appointments, situations and incidents” and is signed in Santa Cruz de Tenerife by the Director General of the Civil Service, Francisco Javier Rodríguez del Castillo.

Valverde and El Hierro, at the forefront

The Valverde City Council and the Island Council of El Hierro account for the first cases. Resolution No. 2426, of 3 July 2026, confers on Enedina González Sánchez, an officer of the Management Subscale (Group A2), an accidental appointment to the Intervention post, second class, from 1 to 5 July, and to the Treasury from 6 to 31 July, while Gladys Machín Quintero took over the Treasury from 1 to 5 July.

• Resolution No. 2441, of 7 July, appoints Carolina Armas Pérez to the Intervention post, first class, of the El Hierro Island Council, from 24 July to 23 August 2026.
• Resolution No. 2442, of 7 July, confers on Gilberto José Quintero Padrón the island Treasury for the same period.
• Resolution No. 2626, of 24 July, keeps Juan Francisco Pérez Díaz, of the Gran Canaria Emergency Consortium, in the Secretariat post, second class, of Valverde, after obtaining the Head of the Secretariat Area through a merits-based competition.

An island map of vacancies

The remaining resolutions distribute appointments across several islands. These are Intervention posts, second class, or Treasury posts without category distinction, vacant due to the absence of a permanent officeholder, with durations ranging from a few days to one month.

• Mogán: Vicente Bosch Llinares, Treasury, from July 24 to August 23 (Resolution No. 2453).
• Tegueste: Antonio Rodríguez Cedrés, of the Local Police, Treasury (Resolution No. 2460).
• Valsequillo de Gran Canaria: Francisco Hernández Robaina, Comptrollership (Resolution No. 2491).
• Candelaria: Paula Silvia del Castillo Morales, Treasury (Resolution No. 2502).
• San Sebastián de La Gomera: Daniel Padilla Herrera, Secretariat, second class (Resolution No. 2541).
• Guía de Isora: David González Ramos, Treasury, under a substitution regime (Resolution No. 2575).
• La Guancha: Antonio José Socas Toledo, Comptrollership (Resolution No. 2624).
• Teguise: Sandra María Rodríguez Pérez, Treasury, from July 30 to August 16 (Resolution No. 2625).
• Breña Baja: Virginia Brandon Pérez, Comptrollership (Resolution No. 2652).
• La Matanza de Acentejo: Silvestre Álvarez González, Secretariat, Comptrollership and Treasury on several days in August (Resolution No. 2682).

Revocations and interim appointments

The publication also includes revocations and two interim appointments linked to the reserve lists. In the Haría City Council, Resolution No. 2458, of July 8, revokes the appointment of Sara May Lemes Brito and appoints Sandra Leticia Estellé Padrón, candidate from the joint CAC-INAP 2025 reserve list (No. 46 of the preferential track INAP-OEP 2023-2024), as interim officer for the Comptrollership, second class.

In Candelaria, Resolution No. 2502 annuls the appointment of María Ángeles Padrón Díaz, on temporary disability, and entrusts the Treasury to Paula Silvia del Castillo Morales. Resolutions No. 2627 and 2651, of July 24 and 28, allow Silvia María Conrado Armas, interim officer of the Agulo City Council, to record minutes of the Special Accounts Commission and the Plenary in the absence of the national authorized officer Néstor Tomás González López. In Breña Alta, Luis Fernando Reyes García assumes the Secretariat, second class, for five business days in August (Resolution No. 2650).

The appointments are temporary and remain in effect until the posts are regularly provided for, either by competition or through authorized officers or joint CAC-INAP reserve lists. With this batch of resolutions, the Canary Islands Government guarantees the continuity of functions essential to municipal life, such as the auditing of expenditure, the custody of funds and public faith, and prevents the lack of qualified personnel from leaving fifteen local corporations without service.
