Canary Islands announces competitive exams for lawyers with positions for 2024 and 2025

The Government of the Canary Islands has announced selective entry examinations, via the general open access system, for the Higher Facultative Body, Scale of Legal Counsel of the General Administration of the Autonomous Community of the Canary Islands. The call is approved by the Resolution of September 9, 2026, of the General Directorate of the Civil Service, under the Ministry of the Presidency, Public Administrations, Justice and Security, and is published in the Official Gazette of the Canary Islands No. 189, of September 21, 2026 (document No. 3288, pages 34886 et seq.).

The resolution cumulatively executes two public employment offers. The 2024 offer was approved by Decree 207/2024, of December 16, and the 2025 offer by Decree 188/2025, of December 15. With this call, the execution of both offers begins, which are governed by Royal Legislative Decree 5/2015, Law 2/1987 of the Canarian Civil Service, and Law 2/2025, of June 26, on urgent measures for the reduction of temporary employment and the quality of public employment. Additionally, the general bases of a singular nature approved by the Order of July 15, 2026, and the specific bases of Annex I of the resolution itself are applied.

Vacancies announced and accumulation of offers

The number of vacancies, with the call code A122L26, is as follows:

• 2024 Public Employment Offer: 7 general shift vacancies and 1 reserved for the disability shift.
• 2025 Public Employment Offer: 1 general shift vacancy.
• Ordinary total: 8 general shift vacancies and 1 disability shift vacancy.
• Additional vacancies: 1 general shift vacancy, equivalent to the twenty percent provided for in Article 8 of Law 2/2025 to cover unforeseen vacancies over the following two years.

Vacancies reserved for the disability shift of the 2024 offer that remain vacant will be added to the general shift. The resolution justifies the addition of vacancies due to the generational replacement of the regional staff, whose average age exceeds fifty years.

Requirements, deadline, and fee

Those who meet, among others, the following requirements may participate:

• Spanish nationality or nationality of a member state of the European Union, under the terms of base 3.
• Functional capacity and an age between sixteen years and compulsory retirement.
• University degree (Grado) in Law or a Licentiate degree in Law.
• Not having been dismissed through disciplinary proceedings nor being disqualified from public employment.

The application period is twenty business days from the day following the publication of the resolution. The application must be submitted exclusively electronically via the official form of the electronic office of the Government of the Canary Islands. The examination fee amounts to 15 euros and is settled using form 700; current legislation does not provide for exemptions or discounts.

Three eliminatory exercises and program

The selection system is that of a competitive examination (oposición), with three mandatory and eliminatory exercises, graded from 0 to 10 points and passed with a minimum of 5:

• First exercise: written development of four topics, one per block, in a maximum of four hours.
• Second exercise: oral presentation of four topics, with twenty minutes of preparation and a maximum of sixty minutes for the presentation.
• Third exercise: practical case consisting of a legal opinion or the drafting of a procedural step, with a duration of five hours.

The required program of topics is that published in Annex 2 of the Resolution of the General Directorate of the Civil Service dated December 2, 2022. The Qualifying Board will be designated by resolution upon the proposal of the Vice-Ministry of Legal Services, and the order of appearance for the candidates will begin with surnames starting with the letter “B”. No more than fifteen months may elapse between the publication and the proposal of selected candidates, and the appointment must be made within a maximum of three months.

The functions of the positions are those of legal advice and assistance, and representation and defense of the Administration in court, in accordance with Decree 19/1992. The resolution, signed by the Vice-Minister of Administrations and Transparency, Antonio Llorens de la Cruz, exhausts the administrative route and may be challenged before the Contentious-Administrative Chamber of Santa Cruz de Tenerife of the High Court of Justice of the Canary Islands within two months.

The call for applications is of direct interest to the Canarian legal sector: it opens a stable access route to the civil service for Law graduates and reinforces the Legal Service of the regional Executive, while allowing candidates to retain the best grade from the first exercise of the 2021 and 2022 calls and request their inclusion in the ordinary employment list.
