Canary Islands grant ten consultancy subsidies for companies in West Africa

The Vice-Ministry of Foreign Action of the Government of the Canary Islands has definitively granted ten grants in kind for consultancy services in Africa, as part of the internationalization strategy for the Canarian economy. The decision is formalized through Resolution No. 274/2026, dated August 3, signed by the Vice-Minister José Luis Perestelo Rodríguez, and published in the Official Gazette of the Canary Islands (Boletín Oficial de Canarias) No. 173, dated August 28, 2026 (p. 33489).

The call, endowed with 140,000 euros, falls under the line of action “Internationalization of Companies in West Africa” and seeks to support African public entities through specialized technical assistance, with the aim of opening markets for Canarian companies in the region.

Regulatory Framework and Processing

The grants are governed by Order No. 16/2023, dated February 8, 2023, from the Minister of Economy, Knowledge, and Employment, which approved the regulatory bases (BOC No. 34, dated 17.2.2023). The call was issued via Resolution No. 139, dated May 15, 2026 (BOC No. 100, dated 26.5.2026), under a competitive bidding process.

• 12 applications were submitted, evaluated on July 14, 2026, by the Study and Selection Committee.
• The provisional grant was issued by Resolution No. 253/2026, dated July 15.
• The credit was increased by Resolution No. 245/2026, dated July 9, up to 140,000 euros.
• The ten-day acceptance period ended on July 31, 2026; the ten provisional beneficiaries accepted in a timely and proper manner.

The Ten Beneficiaries

The grants are distributed among four West African countries, with a predominance of Cape Verde (five) and Senegal (three), in addition to Morocco and Mauritania (one each):

• Senegal: Ecole Nationale de Formation Hôtelière et Touristique (tourism), ONFP (training), and Aspt Agence Sénégalaise de Promotion Touristique (tourism).
• Cape Verde: Independent Health Regulatory Entity (ERIS), Municipal Chamber of Santa Cruz, Cape Verde Chamber of Tourism, Municipal Chamber of Ribeira Grande, and Association of Municipalities of Fogo and Brava.
• Morocco: Institut Agronomique et Vétérinaire Hassan II (aquaculture).
• Mauritania: Regional Council of Adrar (renewable energies).

The projects cover sectors such as smart tourism, vocational training, aquaculture, renewable rural electrification, health, and land-use planning.

Reserve and Rejections

The resolution creates a reserve list with the application from the City Council of Sao Felipe (Cape Verde), rejected due to a lack of budgetary allocation. Likewise, the request from the Association of Women Fish Sellers of Mauritania (AFMM) is rejected, as it is not an African public entity, a requirement stipulated in the fourth base of the call.

Against the resolution, which exhausts administrative remedies, an optional motion for reconsideration may be filed within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Chamber of the High Court of Justice of the Canary Islands within two months.

The grant consolidates the Canarian Executive’s commitment to West Africa as a priority market, offering companies from the archipelago an entry channel through technical cooperation projects that, at the same time, reinforce the Canarian presence in the region.
