Canary Islands expands the Youth Rent Voucher with a new call for 2026

The Canarian Housing Institute is expanding the funding for the Youth Rent Voucher (Bono Alquiler Joven) aid line to enable the processing of a new call for grants charged to the 2026 expenditure budget, and additionally incorporates the financial contribution of a new island corporation. This is established by the Order of August 6, 2026, signed by the Councilor for Public Works, Housing, and Mobility, Pablo Rodríguez Valido, and published in the Official Gazette of the Canary Islands number 166, dated August 19, 2026.

The order specifically modifies Annexes I and II of the Strategic Grant Plan of the Canarian Housing Institute for the 2024-2026 period, initially approved by Order No. 70/2024, of April 23. The measure responds to the proposal formulated by the Institute’s Management and has the favorable report 26/00446 from the General Directorate of Planning and Budget.

More credit for youth rentals

The Youth Rent Voucher line, regulated by Royal Decree 42/2022, of January 18, is aimed at young housing tenants up to 35 years of age with limited economic means, under a non-competitive concurrence regime. With this modification, the available credit for the 2026 annual period is increased, and a new call is enabled, with a completion deadline set for December 31, 2027.

The planned allocations for the different program lines are as follows:

• Youth Rent Voucher RD-42/2022 (code 494G1383): €9,815,222.65.
• Youth Rent Voucher-Lanzarote Cabildo Agreement (494G2450): €1,097,945.00 from state funding and €950,000.00 from the Cabildo de Lanzarote.
• ICV-Tenerife Cabildo Agreement for housing access (494G2651): €950,000.00 from the Cabildo de Tenerife.
• Line 494G2651: €5,300,000.00.

Reinforcement of building rehabilitation

The order also modifies Annex II to increase the allocation of Program 3 for building rehabilitation aid, framed within the development of the Recovery, Transformation, and Resilience Plan (Next Generation EU-MRR). This line, identified as 217G0339, finances works or actions in predominantly residential housing that achieve a certified improvement in energy efficiency, with special attention to the building envelope of collective residential typologies and single-family homes, with an estimated cost of €20,113,588.00 and a deadline until June 30, 2028.

Regulatory framework and validity

The modification is based on Law 38/2003, of November 17, General Law on Subsidies, and Decree 36/2009, of March 31, which regulates the general subsidy regime of the Autonomous Community of the Canary Islands. The plan is programmatic in nature and does not create rights or obligations in itself, its effectiveness being conditional upon the implementation of the lines and the budget availability of each fiscal year.

In the event that, upon completion of the 2026 fiscal year, a new strategic plan has not come into effect, the present plan shall be understood as extended for those lines with adequate and sufficient budget allocation in 2027. The order is published in the Official Gazette of the Canary Islands and on the Transparency Portal.

Impact for young people

The expansion of the Youth Rent Voucher (Bono Alquiler Joven) represents a direct reinforcement of access to housing for young Canarians up to 30 years of age, one of the groups most affected by the difficulty of accessing rentals. The incorporation of contributions from insular corporations, such as the councils (cabildos) of Lanzarote and Tenerife, expands funding sources and allows more applicants to be reached in a new call for applications scheduled for 2026.
