Canaries accepts the Third Modernization Plan for Costa Teguise

The Government of the Canary Islands has accepted the initiative of the Insular Council of Lanzarote and La Graciosa for the drafting and processing of the Third Plan for Modernization, Improvement, and Increase of Competitiveness of Costa Teguise, in the municipality of Teguise. The decision, adopted in the Government session on July 27, 2026, was made public through the Resolution of August 11, 2026, by the General Directorate of Land Use and Territorial Cohesion, published in the Official Gazette of the Canary Islands number 175, of September 1, 2026 (file 2017/0023367).

The agreement also authorizes the signing of the cooperation agreement between the Ministry of Territorial Policy, Territorial Cohesion, and Water and the aforementioned Council, which implements the management entrustment for the formulation of the Plan. The full text of the agreement, along with the scope of action and objectives, is incorporated as annexes to the resolution.

Regulatory Framework and Background

The Plans for Modernization, Improvement, and Increase of Competitiveness (PMMI) are urban planning instruments regulated by Law 2/2013, of May 29, on the tourism renewal and modernization of the Canary Islands, and its regulation, approved by Decree 85/2015, of May 14. They complement and, where applicable, replace the current urban planning determinations to enable urban and building renewal, without the possibility of classifying or reclassifying land without prior municipal agreement.

The new plan is based on the precedent of the Second Modernization Plan of Costa Teguise, approved by Decree 110/2015, of May 22 (BOC no. 142, of July 23, 2015). The Council’s initiative was formalized by a plenary agreement on September 26, 2024, and the Teguise City Council expressed its consent via an official letter from the Mayor on June 10, 2025.

Processing and Management Entrustment

Pursuant to Article 8.3 of Law 2/2013, the initiative required a prior pronouncement from the Government of the Canary Islands, which has now occurred. The signing of the management entrustment agreement from the regional Administration to the Council is authorized in accordance with Article 47.2 of Law 3/2026, of June 16, on insular councils.

According to the sixth clause of the agreement, the Council of Lanzarote and La Graciosa will formulate the Plan using its own means through its technical services or through external contracting, respecting in all cases the public sector procurement legislation and maintaining responsibility for the fulfillment of the entrustment.

Public Participation and Exhibition

In application of article 9.3 of the Regulation of Law 2/2013, the scope and objectives of the Plan are exhibited for a period of 30 days in the Official Gazette of the Canary Islands and on the Department’s website. The explanatory memorandum incorporates the scope of action and the objectives as annexes, so that public and private agents may submit their agreement proposals and other contributions to the document under preparation.

The implementation of the Third PMMI of Costa Teguise represents a decisive step for the urban and tourist renovation of one of Lanzarote’s main centers, by opening a participatory process in which administrations, companies, and residents can contribute their initiatives. The processing, entrusted to the Cabildo, will allow for the updating of the tourist area’s planning and reinforce its competitiveness within the framework of the tourism modernization strategy of the Canary Islands.
