Canal de Isabel II rectifies the specifications for the Sanea 2 Plan

Canal de Isabel II, S. A., M. P. has rectified the Particular Administrative Clauses Document (PCAP) for the Plan Sanea 2 tender after detecting material errors and has extended the deadline for the receipt of bids. The correction is published in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID number 240, dated October 8, 2026, through two announcements dated September 29, 2026 (references BOCM-20261008-43 and BOCM-20261008-44). The deadline, which expired on October 9, is extended until November 16 for the service contract and until November 17 for the works contract.

The announcements are signed by the Deputy Director of Procurement, Gonzalo José Bardón Fernández-Pacheco, and are included in section I.D (Announcements) of the gazette, within the Ministry of Environment, Agriculture and Interior of the Community of Madrid. The contracting entity is Canal de Isabel II, S. A., M. P., located at calle Santa Engracia number 125, 28003 Madrid.

The origin of the tender lies in two previous calls: the works contract 89-2026, published in BOCM number 196, dated August 18, 2026, and the service contract 114-2026, published in BOCM number 201, dated August 24, 2026. Both are processed via an open and ordinary procedure, with a plurality of award criteria.

Rectification of the specifications and new calendar

According to the announcements, “material errors have been detected in the published Particular Administrative Clauses Document and it is proceeding to be rectified.” To allow interested parties to incorporate the correction into their bids, the receipt deadline is extended:

• Contract 114-2026 (services): from October 9, 2026, at 23:59 hours to November 16, 2026, at 23:59 hours.
• Contract 89-2026 (works): from October 9, 2026, at 23:59 hours to November 17, 2026, at 23:59 hours.

The openings of envelope number 3 are also postponed:

• Contract 114-2026: at 9:30 hours on December 3, 2026.
• Contract 89-2026: at 7:30 hours on December 4, 2026.

The two affected contracts

Contract 89-2026 concerns the improvement works for sanitation networks managed by Canal de Isabel II, S. A., M. P. within Plan Sanea 2. It is divided into five lots, with an execution period of sixty months and CPV code 45232400-6; the place of execution is Madrid (NUTS ES300).

Contract 114-2026 covers the works management services and health and safety coordination for the works of those same five lots. Its execution period is five years and six months, and its CPV codes are 71310000-4 and 71311100-2.

Plan Sanea 2 Figures

The estimated value of the works contract amounts to 214,220,312.18 euros, excluding VAT, and the total base tender budget to 259,206,577.74 euros (net amount of 214,220,312.18 euros and 21% VAT of 44,986,265.56 euros). The breakdown by lot is:

• Lot 1: 54,467,039.45 euros (65,905,117.73 euros including VAT).
• Lot 2: 40,533,554.41 euros (49,045,600.84 euros including VAT).
• Lot 3: 40,318,004.10 euros (48,784,784.96 euros including VAT).
• Lot 4: 40,288,841.46 euros (48,749,498.17 euros including VAT).
• Lot 5: 38,612,872.76 euros (46,721,576.04 euros including VAT).

In the services contract, the estimated value is 25,580,821.82 euros and the total budget is 30,952,794.42 euros, with lots ranging from 5,044,167.22 to 5,175,071.12 euros. The definitive guarantee required in both cases is 5 per 100 of the award amount of the corresponding lot.

The rectification obliges interested construction and service companies to redo or adjust their offers and grants them more than one additional month, while Canal de Isabel II also postpones the opening of envelope number 3. The definitive calendar is established in BOCM number 240, of October 8, 2026, a reference that companies must consult so as not to miss the deadline.
