Canal de Isabel II tenders the maintenance of drinking water stations

Canal de Isabel II, S.A., M.P. has put out to tender the services of overhauls, repairs and renewal of the electromechanical installations of the drinking water treatment plants in the region. The notice, published this Thursday, August 13, in the Official Gazette of the Community of Madrid (No. 192), has an estimated value of €17,195,201.94 (VAT excluded), and bids may be submitted until September 7, 2026 at 11:59 p.m.
The notice, signed on August 5 by the Deputy Director of Procurement, Gonzalo José Bardón Fernández-Pacheco, is included in the announcements section of the Department of Environment, Agriculture and Interior and was sent to the Official Journal of the European Union on August 3, under file number 217-2025. The public company, partly owned by the Community of Madrid, manages the integrated water cycle in the region, making the maintenance of these facilities strategic for supplying the municipalities of Madrid.
A four-year services contract
The contract, of the services type, will be awarded by open procedure, ordinary processing and multiple award criteria, and has been divided into two lots to facilitate competition. The planned execution period is four years, extendable by a further one-year extension.
- Subject matter: overhauls, repairs and renewal of the electromechanical installations of the drinking water treatment plants.

- Place of performance: Madrid (NUTS code ES300).
- Duration: 4 years, with the possibility of an additional one-year extension.
A budget of 16.6 million in two lots
The base tender budget amounts to €16,644,955.49 (€13,756,161.56 net plus €2,888,793.93 VAT), while the estimated contract value stands at €17.2 million excluding tax. The two lots into which the service is divided have the following distribution:
- Lot 1: net amount of €7,223,597.76.
- Lot 2: net amount of €6,532,563.80 and total amount of €7,904,402.20.
Tenderers must provide a final guarantee of 5 percent of the award amount, and economic and technical solvency shall be evidenced in accordance with Annex I of the Particular Administrative Clauses. Companies from other European Union member states that are not classified in Spain must comply with the provisions of clauses 5 and 11.7 of the specification.
Deadlines and submission of bids
Bids must be submitted exclusively by electronic means through the Electronic Tendering Platform of the Community of Madrid, and the specifications are available on the region’s public procurement portal:
- Submission deadline: September 7, 2026, until 11:59 p.m.
- Opening of proposals: September 23, 2026, at 9:30 a.m.; in accordance with Article 157.4 of the Public Sector Contracts Law, it will not be held in a public session.
- Language of tenders: Spanish.
- Queries: consultas_contratacion@canal.madrid.
- Announcement costs: to be borne by the awarding company.
The tender guarantees the continuity of conservation work on critical infrastructures for the region’s drinking water supply, whose population depends mainly on the Canal de Isabel II network. With the deadline for bids open until September 7, the award is expected to be decided at the end of the month, when the opening of the economic proposals is scheduled.
