Campezo approves the footbridge over the A-132 and expropriates land

The Campezo City Council has definitively approved the construction project for the pedestrian footbridge over the A-132 highway, an agreement that entails the declaration of public utility and social interest of the works and the need to occupy the assets and rights necessary for its execution through compulsory purchase. The decision was adopted by the corporation in an ordinary session held on March 16, 2026, and is published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 101, dated September 4, 2026, under official reference 2026-02515.
The agreement, signed by Mayor Ibernalo Basterra Txasko in Santa Cruz de Campezo on August 27, 2026, was approved unanimously. With these actions, the council considers the need to occupy the affected assets to be demonstrated, which formally initiates the expropriation proceedings.
Accepted objection and full expropriation
In the first point of the agreement, the corporation accepts the objection submitted by J.S.Q., based on the reasons expressed in the secretarial report. Consequently, plot 1707 of polygon 1 of Campezo, with an area of 4,371 square meters, is expropriated in its entirety, and it is no longer considered appropriate to consider the temporary occupation of 402 square meters that had been initially proposed.
Affected assets and rights
The specific and individualized list of assets and rights to be expropriated for the execution of the footbridge over the A-132 includes seven rural properties from polygon 1 of Campezo:
- Property A-1/000, plot 1704, 551 m², expropriation of 16 m², owner Provincial Council of Álava.
- Property B-2/000, plot 1707, 4,371 m², full expropriation, owner J.S.Q..
- Property C-3/000, plot 1708, 970 m², full expropriation, owners M.S.R., E.R.L., A.A.R. and J.A.R..
- Property D-4/000, plot 2120, 444 m², full expropriation, owners J.A.R., F.A.R., P.A.R. and S.A.R..
- Property E-5/000, plot 2119, 2,682 m², expropriation of 555 m² and temporary occupation of 257 m², owners J.Z.M., E.R.L., A.A.R. and J.A.R..
- Property F-6/000, plot 2121, 1,580 m², full expropriation, owners J.A.R., F.A.R., P.A.R. and S.A.R..
- Property G-7/000, plot 2122, 1,851 m², full expropriation, owner I.G.C..
Deadlines and expropriation procedure
The agreement is published in accordance with articles 21 and 18 of the Compulsory Purchase Law, with personal notification to the interested parties. Those affected have a period of ten days to propose a price that would facilitate acquisition by mutual agreement; after fifteen days without a resolution, the ordinary compulsory purchase procedure will begin.
For those who do not reach a mutual agreement, the prior act of occupation will be issued, with notification at least eight days in advance, within which period a notice will also be published on the town hall notice board, in the BOTHA, and in a local newspaper. An appeal for reversal may be filed against the agreement before the same body within ten days, which will be resolved within twenty days and will have suspensive effects.
Relevance for the area
The pedestrian footbridge over the A-132 will allow for the safe crossing of a road of significant traffic in the region, improving the mobility of the residents of Campezo. The final approval clears the administrative path for the execution of a long-awaited infrastructure, although the affected owners retain the option of appeal and mutual agreement before the occupation of their land is carried out.
