Caminreal revisa cinco ordenanzas fiscales y la tasa del agua potable

The Plenary of the Caminreal City Council, in a session held on October 22, 2026, agreed to the provisional approval of five tax ordinances that will replace the provisions currently in force in each matter. The agreement is published in the Official Gazette of the Province of Teruel number 205, dated October 26, 2026, with the official reference 2026-3105, and opens a public information period of thirty business days starting from the day following the insertion of the announcement.

Five texts and a single procedure

The approval includes the full texts of the ordinances and is processed in accordance with the provisions of articles 17.1 and 17.2 of the consolidated text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. The announcement does not detail tax rates or tariffs: it is limited to identifying the affected tax figures and establishing the channel for public exhibition.

The provisionally approved ordinances are:

  • Tax ordinance regulating the Property Tax (IBI).
  • Tax ordinance regulating the Mechanical Traction Vehicle Tax (IVTM).
  • Tax ordinance regulating the Tax on Constructions, Installations and Works (ICIO).
  • Tax ordinance regulating the Economic Activities Tax (IAE).
  • Tax ordinance regulating the Fee for the provision of the drinking water supply service.

According to the agreement, each of the texts “shall replace the provisions previously in force in the respective matters, under the terms established in their repealing provisions.” In other words, the revision is not limited to partial adjustments: the Plenary approves complete ordinances that replace the previous ones.

Thirty business days to file objections

The public information period is counted “from the day following the publication of this announcement in the Official Gazette of the Province of Teruel,” therefore starting on October 27, 2026. During this period, interested parties may examine the file at the municipal offices and submit any objections they deem appropriate.

The procedure is the standard one for modifications to tax ordinances: initial approval by the Plenary, public exhibition and, if applicable, resolution of claims before final approval. The announcement does not identify the members of the governing team nor the direction of the votes from the session of October 22.

Coincidence with the budget modification

The same issue of the bulletin includes, in the document exhibition section, budgetary modification no. 3 of the Caminreal City Council for the 2026 fiscal year, processed as an extraordinary credit with the reference 2026-3104. This file is subject to public consultation for fifteen business days, in accordance with articles 169 and 212.3 of the consolidated text of the Law Regulating Local Treasuries.

Both processes coincide in time and affect the municipal accounts of the current fiscal year, although they correspond to different procedures: the regulatory review of taxes and fees on one hand, and the alteration of budget credits on the other.

Impact for taxpayers

The review covers the main municipal taxes paid by residents, owners, and companies within the municipal district: urban and rural property through the IBI, vehicle circulation with the IVTM, construction activity with the ICIO, the exercise of economic activities with the IAE, and the domestic water supply with the corresponding fee. Any taxpayer in the municipality may appear in the file during the open period and submit allegations before the texts are definitively approved.
