Cambrils opens a merit-based competition for the head of municipal Legal Services

The Call

The Cambrils City Council has opened the procedure for the definitive provision of the position of Head of the Legal Services Department, assigned to group A, subgroup A1, through the system of a specific merits-based competition. The call, number 2/2026, has been published in full in the Official Gazette of the Province of Tarragona dated 18 August 2026 (official reference CVE-2026-07841), in file T0082026000012 (ref. X2026068758).

The agreement is based on Article 286.2 of Legislative Decree 2/2003, of 28 April (Consolidated text of the Municipal and Local Government Act of Catalonia) and on Decree 214/1990, of 30 July, on staff serving local authorities. The rules were approved by Mayoral Decree number 2026D001001630, of 7 August 2026.

Position Profile

This is a municipal trust management position, with managerial duties and comprehensive legal advisory functions for the entire municipal organisation. The professional mandate of the department head includes:

  • Organising, planning, directing and coordinating the activity of the Legal Services Department and its human and budgetary resources.
  • Advising the Area management and the General Management on legal matters and service improvement projects.
  • Coordinating and supervising the processing of files of particular legal complexity.
  • Coordinating and monitoring all judicial proceedings in which the City Council is a party, and the contracting of expert witnesses for the municipal defence.
  • Drafting bylaws, regulations, agreements and conventions within the department’s area of competence.
  • Representing the City Council before other administrations and supramunicipal institutions.

Economic and Administrative Conditions

The position is assigned level 26 of the destination supplement and a specific supplement of €36,487.31 gross per year. The legal regime is that of a career civil servant, and the position code in the Staffing List (RLT) is 003.

Applicant Requirements

To take part in the selection process, candidates must meet the following requirements, which must be maintained until taking up the post:

  • Civil service status: Be a career civil servant of the Cambrils City Council, belonging to group A, subgroup A1.
  • Administrative situation: Be in active service or in another situation that permits it.
  • Qualification: Degree or bachelor’s degree in Law (or equivalent qualification).
  • Catalan language: Proficiency level C1 or higher.
  • Length of service: Have remained for at least 1 year in a definitive posting in the position from which one is applying.
  • Integrity: Not have been dismissed from service through disciplinary proceedings nor be judicially disqualified.

Assessment System and Deadline

The selection process is based on the assessment of merits, which includes professional experience in public administration, seniority, additional training, relevant academic qualifications, consolidated personal grade, office automation certificates (ACTIC), and a competency-based interview scored from 0 to 4 points. The deadline for submitting applications is 15 business days counting from the day after the last publication of the call in the BOPT, DOGC, or BOE.
