Cambrils announces two management competitions for Activities and Public Health
Por FactBox Admin

The Cambrils City Council has announced two definitive provision processes, through a specific merit-based competition system, to fill the command positions of Head of the Activities Unit and Head of the Public Health Unit. Mayoral Decree 2026D001002168, dated October 23, 2026, approves the specific bases and the public call for both processes, which are published in full in the Official Gazette of the Province of Tarragona on October 28, 2026 (CVE 2026-10026). These are two command positions in group A, subgroup A1/A2, with a destination supplement level of 25 and career civil servant status.
The legal framework invoked is article 286.2 of Legislative Decree 2/2003, of April 28, which approves the Recast Text of the Municipal and Local Regime Law of Catalonia, and Decree 214/1990, of July 30, of the Personnel Regulations for the service of local entities. The file supporting the two calls is T0002026000977, processed by the Human Resources service of the Cambrils council, with internal reference X2026091004.
This publication comes after the City Council had already released a package of command position provision processes in the gazette on August 18, 2026 (CVE 2026-07841), including the Head of the Legal Services Department and the Head of the Internal Control and Audit Department. Now the series continues with two units with very defined technical profiles.
Two positions with different technical profiles
The two positions share the same classification, base remuneration, and command nature, but differ in the required profile and the target group:
- Call 7/2026: Head of the Activities Unit, position code RLT 081, specific supplement of €24,546.19 gross per year.
- Call 8/2026: Head of the Public Health Unit, position code RLT 082, specific supplement of €28,616.31 gross per year.
- The Activities position is open to career civil servants from any public administration, under an inter-administrative mobility regime, with a degree in industrial technical engineering or technical architecture (A2) or superior engineering or a degree in engineering (A1).
- The Public Health position is reserved for career civil servants of the Cambrils City Council and requires a degree in biology, biochemistry, biotechnology, environmental sciences, food science and technology, biomedical sciences, pharmacy, genetics, nursing, medicine, human nutrition and dietetics, chemistry, or veterinary medicine.
- In both cases, it is necessary to prove Catalan level C1 and to have remained for at least one year in the definitive destination position from which the application is made.
Fifteen business days to submit candidacy
The deadline for submitting applications begins the day after the last official publication of the call —in the BOPT, the DOGC, or the BOE— and is 15 business days. Applications must be processed exclusively through the specific form enabled in the public job offer section of the municipal electronic office; generic applications or other channels will not be accepted.
Once the deadline has closed, the list of admitted and excluded persons will be published on the notice board and on the electronic office, with 10 business days to amend or appeal. Simultaneously, the rules are subject to public information for 20 days from publication in the BOP and the DOGC; an administrative contentious appeal may be filed against the final approval within two months or, optionally, a request for reversal within one month.
A 28-point competition with an eliminatory interview
The evaluation is based exclusively on merits, without an opposition phase, with a ceiling of 28 points. The distribution is as follows:
- Professional experience in other positions within public administrations: up to 10 points.
- Complementary training in sectoral and transversal subjects: up to 9 points.
- Academic qualifications additional to the required one: up to 3 points.
- Consolidated personal grade: up to 3 points.
- ICT certificates (ACTIC): up to 1 point.
- Competency interview: up to 4 points, eliminatory, with a minimum of 2 to pass.
The minimum score to pass the competition is 14 points for the Activities position and 10 points for the Public Health position. The evaluation committee consists of a president, a member, and a secretary, all of whom are career civil servants with a qualification equal to or higher than the required one, and may incorporate specialist advisors with a voice but no vote.
The relevance of this call is twofold: for the first time in this series, one of the management positions is open to civil servants from other administrations, which expands the public labor market of Camp de Tarragona, while the other consolidates the internal career in a sensitive area such as public health.
