Cambre appoints Fernández Santín as third deputy mayor

The Cambre City Council reorganizes its municipal government with the appointment of María Luisa Fernández Santín as a new member of the Local Government Board and third deputy mayor. The decision, adopted by Mayor Diana Piñeiro Fernández through resolutions no. 607/2026 and 611/2026, both dated August 14, was published in the Official Gazette of the Province of A Coruña number 160, on Monday, August 24, 2026.

The appointment follows the resignation submitted by Omar Gonzalo Lamela Vázquez from the position of councilor, which the municipal Plenary became aware of during the ordinary session on July 30, 2026. In the subsequent extraordinary and urgent session on August 12, Fernández Santín took office as a councilor, which opened the way for her incorporation into the governing body.

Appointment to the Local Government Board

Resolution no. 607/2026, issued in exercise of the powers conferred upon the mayor by Article 69 of the Municipal Organic Regulation, appoints Fernández Santín as a member of the Local Government Board. With this incorporation, the body is composed of the mayor, who presides over it, and the following councilors:

  • Rubén Vázquez Pérez
  • Patricia Esther Espiñeira Galán
  • María Luisa Fernández Santín
  • Raúl Varela Fraguío
  • Manuel Castro Uzal

Third Deputy Mayor

For its part, resolution no. 611/2026 appoints Fernández Santín as third deputy mayor, replacing the resigning councilor. According to the provisions of the resolution, she will be responsible for substituting for the mayor in the order of appointment of deputies in cases of absence, illness, or impediment, as well as performing the duties of the mayor in cases of vacancy of the Mayoralty until the new title holder takes office.

The appointment is effective from the day following the date, as established by Article 46.2 of Royal Decree 2568/1986, of November 28, and Article 58.3 of the Municipal Organic Regulation.

Delegation of the Government Area

Completing the reorganization, resolution no. 614/2026 grants Fernández Santín the generic delegation of the Area of Tourism, Heritage, Health, Sports, and Youth, with the material scope reflected in Mayor’s resolution no. 383/2025, of April 25, regarding the creation of local government areas. The delegation includes, among other powers, the direction and management of the area’s services, the granting of subsidies to individuals, the exercise of sanctioning power, and the signing of certifications, announcements, and communications.

The delegation, which requires the acceptance of the delegated councilor, shall be understood as in force unless expressly revoked or the delegating body recovers any specific matter for itself, under the terms of Law 40/2015, of October 1, on the legal regime of the public sector.

Impact

With these appointments, the municipal government of Cambre completes the filling of the vacancy left by the resignation and consolidates the structure of deputy mayoralties and government areas. The incorporation of Fernández Santín into the Local Government Board and the third deputy mayoralty, along with the delegation of the area of tourism, heritage, health, sports, and youth, defines the new distribution of executive responsibilities of the council for the remainder of the term.
