Camós approves the internal regulations for the youth space l'Esquella

The Camós City Council has definitively approved the Internal Regulations of the l’Esquella youth space, a municipal facility of a sociocultural nature aimed at the youth of the municipality. The regulation, which governs usage, authorizations, and the regime of infractions and sanctions, is published in the Official Gazette of the Province of Girona (no. 165, of August 27, 2026, edict 7483, CVE BOP-2026_0_165_7483, pp. 1-5).

The regulation was initially approved by agreement of the Corporate Plenary dated March 25, 2026. During the public information period, no claims or allegations were presented, so the agreement has become definitive, in accordance with articles 65 and 66 of Decree 179/1995, of June 13, which approves the Regulation of works, activities, and services of local entities. The final provision establishes that the regulation enters into force upon its full publication in the BOPG.

Who can use the space and how to access it

The l’Esquella youth space, located in the municipality’s social center, is intended as a study area, work room, group work, homework, and small group meetings. It may be used by young people born between the years 1993 and 2013 (both inclusive) registered in Camós or who are part of non-profit associations and entities in the municipality.

• The request is made via the form on the city council’s website, 48 hours in advance.
• In the case of underage users, authorization from the legal guardian is required.
• For group use, a responsible person must sign the responsibility form, with a maximum of 12 people.
• The reservation is confirmed by email, providing the code for the box where the keys to the space are located.

Use is subject to prior authorization from the city council, which does not generate any acquired right or contractual relationship and may be reviewed or modified based on service needs or general interest.

Rules of use and obligations

The regulation details the obligations of the users, among which stand out compliance with the regulations, respect for other users, correct use of the facilities, and the communication of any incident or damage. Specific rules for the use of the spaces are also established:

• Codes and keys cannot be shared and must be returned to the box upon leaving the space.
• Only the room in the right wing of the social center may be used; activities at the Camós Senior Center are prohibited.
• The use of vehicles and balls inside is prohibited, as is smoking or consuming alcoholic beverages on the premises.
• Music or videos may only be listened to from a personal device, at a moderate volume and without external speakers.
• Lights and air conditioning must be turned off, and doors, windows, and shutters closed before leaving.

Regime of infractions and sanctions

Non-compliance with the regulations may lead to the opening of disciplinary proceedings, with infractions classified as minor, serious, and very serious. Minor infractions entail a written warning and immediate compliance with the regulations, and the accumulation of three minor infractions is considered a serious infraction. Serious infractions entail the loss of the authorization of use for a minimum period of one month and a maximum of one year, and very serious infractions, the definitive loss of the authorization.

• Minor infractions: not respecting the schedule, not leaving the spaces clean, not carrying out the authorized activities, or leaving lights and equipment running.
• Serious infractions: disrespectful attitudes, introducing or consuming alcoholic beverages, activities for profit, or smoking indoors.
• Very serious infractions: recidivism, on a single occasion, in the commission of serious infractions.

As a precautionary measure, the temporary suspension of the authorization may be agreed upon until the resolution of the proceedings, and the city council will guarantee that the affected person can present their version. The document, signed by the mayor Teresa Brunsó Puigvert, also incorporates a responsibility and authorization sheet for the use of the facility.

The publication of these regulations provides legal certainty to a facility designed for social cohesion and the coexistence of the youth of Camós, and establishes a clear framework of rights and duties both for the users and the local entities that wish to make use of it.
