Calonge restructures the Sports and Housing delegations

The Calonge i Sant Antoni City Council has published in the Official Gazette of the Province of Girona (BOPG) the restructuring of the competencies of two of its executive areas. Through Decree 2026/4254, signed by Mayor Jordi Soler Casals on 7 August, the delegations of the Sports and Housing units are modified, assigning them to the council departments of Trade and Markets and Education, Equality, Women and Community Action, respectively.

This measure is part of the ongoing reorganisation of the municipal government for the 2023-2027 term, which has undergone several modifications since Mayoral Decree 2023/6265. The publication in the BOPG, specifically in issue number 158 dated 18 August 2026, formalises a decision that has retroactive legal effects from 11 August 2026 and is of indefinite duration, without prejudice to future reorganisations.

Reassignment of the Sports area

The management of Municipal Sports becomes part of the Delegate Council Department for Trade and Markets. This department, headed by Councillor Almudena Paez Segovia, thus assumes the competencies of the Sports Unit, integrating them into a structure that already managed local promotion and markets.

The delegated functions in this area include:

  • Administrative management and direction of municipal sports services.
  • The adoption of agreements regarding the processing of files and budget controls.
  • The authority to authorise the use of public assets for sports activities and events.
  • The resolution of minor contracts and payments inherent to the Sports structure.

Incorporation of Housing into Education

For its part, the competencies relating to Housing —previously integrated into the Urban Planning and Works Unit— are assigned to the Delegate Council Department for Education, Equality, Women and Community Action, led by Elena Montiel Bach. This decision enriches an area that already covered community development and gender policies.

The delegated councillor assumes, in addition to Housing, the following responsibilities:

  • Actions relating to the Poble de Llibres Educational Project.
  • Gender equity policies and the fight against the feminisation of poverty.
  • Coordination of access to culture and the economy from an inclusive perspective.
  • Management of services and inspections linked to the Housing section within the Urban Planning structure.

Procedure and delegated powers

Decree 2026/4254 establishes a rigorous framework for the exercise of these new responsibilities. According to the official text, delegations are considered tacitly accepted if councillors do not state otherwise within a period of three working days after notification. Furthermore, the decree details that resolutions adopted by delegation shall be understood as issued by the Mayor’s Office, maintaining the presumption of legitimacy and the enforceability of decisions.

Among the specific powers transferred to the delegated councillors are:

  • Determining the schedule and operation of the various services and assigned staff.
  • Granting licenses and permits within the scope of their competences.
  • Requesting the initiation of disciplinary proceedings and proposing preventive suspensions of staff.
  • Managing agreements with students on internships, subject to prior budgetary assessment.

The approval of these measures is part of the Calonge i Sant Antoni City Council’s intention to optimise its structure in order to better respond to the needs of residents, adapting the distribution of workloads and political responsibilities to the demands of the current situation. Publication in the BOPG ensures transparency and public dissemination of this administrative reorganisation.
