Calonge puts the football field bar out to tender for ten years

The Calonge i Sant Antoni City Council has opened the tender for an administrative domain concession to refurbish and operate the module of the Calonge football field as a bar, under file 2026/7982. The announcement was published in the Official Gazette of the Province of Girona no. 182, dated September 22, 2026, with the official reference BOP-2026_0_182_8142 (pp. 1-5). The concession is granted for ten years, renewable annually up to a maximum of three additional years.

The objective is the private use of public domain assets: the interior and surrounding refurbishment of the module, its maintenance, and its operation as a bar. The file is of a patrimonial nature, following ordinary processing, and does not admit variants. The announcement was electronically signed by the mayor Jordi Soler Casals on September 17, 2026.

A sports module converted into a bar

The place of execution is the Calonge football field, and the department processing the file is the Calonge i Sant Antoni City Council itself, with identification number 1703400000 and NUTS code ES512. The contract is governed by the Particular Administrative Clauses Document (PCAP) and the Technical Specifications Document (PPT), which establish the specific conditions of execution.

Canon, guarantees, and minimum investment

The economic figures of the tender are as follows:

• Annual canon (improvable upwards): 4,800.00 euros.
• Provisional guarantee: 3,078.91 euros.
• Definitive guarantee: 4,618.37 euros.
• Minimum investment provided in the PPT: 36,000 euros, excluding VAT.
• Required economic solvency: average annual turnover for the last three years of at least 80% of 83,600 euros, i.e., 66,880 euros.

Bidders without a period of effective service provision must justify sufficient resources for the minimum investment through a bank certificate, letter of offer, pre-approval of financing, or an equivalent guarantee. Regarding technical solvency, experience in operating a bar or a similar concession granted in the last ten years with a minimum duration of three years must be accredited; otherwise, a service management manager and training certificates in hygiene and food handling for the staff will be required.

Evaluation criteria: canon and service report

The award is resolved with 75 points for objective criteria and 25 for subjective criteria. The best canon offered obtains the 75 points, and the remaining participants are scored using the formula 75 x (bidder’s canon / best canon offered).

The 25 subjective points correspond to a service report, with a maximum length of five pages (cover, three pages of report, and back cover), Arial 11 font, and a minimum line spacing of 1.15. The sections evaluated are:

• Plan for extending hours and opening days beyond the PPT minimums: up to 10 points.
• Service programming and promotion linked to sports, tourism, and the community: up to 10 points.
• Proposal for the cuisine to be offered, featuring local and Mediterranean products: up to 5 points.

The creativity and uniqueness of the proposal, coordination with the Sports Unit, and tourism deseasonalization criteria will be valued. Non-compliance with the report format is penalized with discounts of 10% for font type, size, or line spacing, and 1% for each additional page.

Deadlines and submission of bids

The deadline for submitting bids is 30 calendar days starting from the day after the publication of the announcement on the contractor profile; publication in the BOP and on the e-Tauler is prior. Submission is exclusively electronic, and the documentation is that provided for in the PCAP.

The opening of proposals will take place in the Boardroom of the Calonge and Sant Antoni City Council, at a date and time to be fixed upon the publication of the tender on the contractor profile. Bids may be written in Catalan and/or Spanish, and the costs of the announcement are to be borne by the successful company.

The tender opens a business opportunity for the catering sector in a municipal sports facility and, at the same time, determines the hospitality service that users of the Calonge football field will use over the next decade.
