Caldes de Malavella approves the urban planning agreement for the Llum neighborhood

The Caldes de Malavella City Council has definitively approved the urban planning and collaboration agreement with the Community of Owners of the Poblado de Viviendas del Butano to transfer 2,809.23 m² of open spaces and carry out the energy rehabilitation of the Nostra Senyora de la Llum neighborhood. The agreement was adopted by the Local Governing Board on May 28, 2026, and is published in the Official Gazette of the Province of Girona number 160, dated August 20, 2026 (edict 7411, CVE BOP-2026_0_160_7411).

The agreement is part of the Neighborhood-Level Rehabilitation Action Program of the Recovery, Transformation and Resilience Plan, funded by Next Generation funds, and the actions for improving energy efficiency in residential buildings and the rehabilitation of the programmed residential environment (ERRP). The transfer of land to the public domain

The community of owners voluntarily, in advance, and free of charges and encumbrances, transfers the property that will be segregated from the registered property 1493 of Caldes de Malavella, with unique identifier 17018000188581 and NIF H55491492, to incorporate it into the public domain as a system of open spaces and roads of the urban improvement plan PMU03.

The transferred area, 2,809.23 m², corresponds to the cadastral plot 3118801DG8331N0001PP and is broken down into three parts:

  • cessio_1: 1,657.73 m², open space and roads around blocks 3 and 4.
  • cessio_2: 739.27 m², open space around block 1.
  • cessio_3: 412.23 m², open space around block 2.

The lands, urbanized and landscaped in 1967, are designated for public use without reservation of the PMU03 utilization, and there are no charges or encumbrances.

Collaboration in the rehabilitation of the neighborhood

The agreement, with validation code CSV/65DDGJFFMH9S9KTZDZP75ALDY, establishes the obligations of the parties, including the formalization of the City Council’s acceptance of the transferred lands and joint collaboration within the framework of the neighborhood-level rehabilitation program. The association of owners of the Nostra Senyora de la Llum neighborhood thus participates in the actions to improve the energy efficiency of residential buildings.

The announcement is published for the purposes of article 26.1 of the Regulation of the Urban Planning Law of Catalonia (Decree 305/2006) and article 110.3 of Law 26/2010, on the legal regime and procedure of the public administrations of Catalonia.

Appeals and procedures

Against the agreement, which concludes the administrative process, an optional appeal for reversal may be filed before the City Council plenary within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Girona within two months. The announcement is signed by the acting mayor, Encarnación Quesada Molinero.

The rehabilitation of the Llum neighborhood, one of the historic residential centers of Caldes de Malavella, represents a direct improvement for the residents, both in terms of the quality of the urban environment and the reduction of energy consumption in buildings, and consolidates the municipality as a beneficiary of European recovery funds.
