Caldas de Reis approves an extraordinary credit of 633,738 euros for investments

The Caldas de Reis City Council has definitively approved the budget modification consisting of extraordinary credit 1/26 and credit supplement 1/26, for a total amount of 633,738.57 euros. The agreement was adopted without claims or allegations and is published in the Official Gazette of the Province of Pontevedra number 178, dated September 16, 2026, under file no. 1973/2026. The operation enables municipal spending and allocates 278,553.45 euros to real investments.

The initial approval was adopted by the Plenary of the Corporation in the session held on August 11, 2026. The announcement of public exhibition was published in the Official Gazette of the Province of Pontevedra number 158, dated August 19, 2026, and on the notice board of the municipal electronic headquarters, with a period of fifteen (15) business days. As no objections were presented, the agreement is definitively adopted in accordance with articles 169 and 177 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, and article 38 of Royal Decree 500/1990, of April 20.

Expenditure breakdown by chapters

The summary by chapters of the expenditure statement accompanying the announcement details the destination of the funds:

• Chapter 1 (Personnel expenses): 79,936.00 euros.
• Chapter 2 (Current expenses for goods and services): 221,249.12 euros.
• Chapter 4 (Current transfers): 44,000.00 euros.

The largest block is that of real investments, which concentrates nearly 44% of the total and responds to the extraordinary nature of the modification. These are added to the current expenses for goods and services, which exceed 221,000 euros, and the transfers, current and capital, totaling 54,000 euros combined.

Financing with treasury surplus

The income statement fully covers the operation with a single source of financing:

• Chapter 8 (Financial assets, economic application 87000, Treasury Surplus for General Expenses): 633,738.57 euros.
• Total income statement: 633,738.57 euros.

In this way, the modification does not require new debt or external resources, but is instead funded by the treasury surplus available for the council’s general expenses.

Two months to appeal

Against the definitive approval of the file, interested parties may directly file a contentious-administrative appeal before the Contentious-Administrative Chamber of the Superior Court of Justice of Galicia or before the Contentious-Administrative Courts of Pontevedra. The deadline is two (2) months starting from the day following the publication of the announcement in the Official Gazette of the Province of Pontevedra, in accordance with article 171 of the Recast Text of the Law Regulating Local Treasuries and article 46 of Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction.

The announcement is electronically signed by the mayor-president, Jacobo Pérez Gulín, in Caldas de Reis, and incorporates the secure verification code GBEFD6M56N4LEKD4 to verify the integrity of the document.

The definitive approval closes the administrative process and allows the City Council of Caldas de Reis to immediately execute the committed expenses, especially the 278,553.45 euros in real investments. For the residents, the publication in the official gazette marks the starting point of the legal period to challenge the operation and constitutes confirmation that the financing is covered by the treasury surplus, without resorting to new credit.
