Calahorra resolves transfer competition with only one of four positions filled

The Calahorra City Council has published in the Official Gazette of La Rioja (BOR) the resolution of the transfer competition called for the provision of four positions of Management Technician in General Administration. The agreement of the Local Government Board, adopted on 27 July 2026, awards only one of the four positions offered, with the rest remaining vacant due to a lack of applicants.

Origin and processing of the competition

The call for the competition was approved by the Local Government Board of Calahorra on 27 April 2026 and was published in BOR issue number 83, of 5 May 2026. The process falls within the framework of provision by transfer of positions reserved for career civil servants of the City Council, in accordance with the local public employment regime.

Of the four positions called, only one was applied for and resolved favourably:

  • Luis Carlos Torres Checa, awarded position number 182 of the Staffing List (RPT), corresponding to the category of Revenue Collection and Inspection Management Technician.
  • Score obtained: 9.5 points.
  • The remaining three positions were left vacant as no applicant had applied for them.

Incorporation and possession deadlines

The resolution establishes that the interim employees who had been performing the awarded position will be removed from post when the appointed official takes up the position. Taking possession must be formalised by means of the corresponding record.

Exceptionally, the possession deadline for the awarded official is extended up to a maximum of three months from the publication of the agreement in the BOR. This extension responds to the need to synchronise incorporations with another simultaneous selection process.

Coordination with the ongoing selection process

The Calahorra City Council is simultaneously processing a internal promotion selection process identified as file 6/2025/PE-EMP, aimed at filling three positions of Management Technician in General Administration. The extension of the possession deadline seeks to align the incorporation of Luis Carlos Torres Checa with the award of those three positions, so that both groups of new officials take possession jointly and workforce management is optimised.

The resolution was signed by the Mayor-President of Calahorra, Mónica Mercedes Arceiz Martínez, on 12 August 2026.

The low participation in this transfer competition —with only one of four positions filled— reflects the difficulty faced by Riojan municipalities in attracting and retaining general administration technicians, a key professional profile for the functioning of local public services in a region such as Rioja Baja.
