Calahorra tenders the Era Alta Christmas tent for 2,897.86 euros

The Calahorra City Council has opened a tender to award a special common use authorization or license of the public domain to allow the installation of a provisional tent and other elements in the Era Alta municipal parking lot during the Christmas holidays. The tender is published in the Official Gazette of La Rioja number 209, dated October 29, 2026, in section V of announcements, with file number 05/2026 CO-LIC and official reference BOR-A-20261029-V–538. The base tender budget is 2,897.86 euros, an amount that may be improved upwards.

Private use of public land in the city center

The object of the contract is a special common use license of the public domain intended for the installation of a street vending stall or other types of fairs, with the specific purpose of holding two private recreational activities—described in the announcement as two musical events—during the Christmas holidays. The place of execution is the La Era Alta parking lot, in the municipality of Calahorra (26.500).

The execution period extends from December 22, 2026, to January 4, 2027, and is non-extendable. No division into lots, admission of extensions, framework agreement, or dynamic purchasing system has been planned, nor is a CPV reference established.

Open procedure and single price criterion

The processing is ordinary and the procedure is open, without an electronic auction. The sole award criterion is price. The estimated value coincides with the base budget: 2,897.86 euros.

The economic and formal conditions of the tender are as follows:

• Provisional guarantee: not required.
• Definitive guarantee: 5,000 euros.
• Contractor classification: not required.
• Economic, financial, technical, and professional solvency: not required.
• Reserved contracts: no.
• Variants: not applicable.
• Offer maintenance period: two months from the end of the submission period.

Additional requirements are referred to the provisions of the tenth clause of the administrative clauses specifications. All expenses derived from the tender and award announcements shall be borne by the successful bidder.

Sixteen days to submit offers

The period for obtaining documentation and submitting proposals is 16 calendar days starting from the day following the publication of the announcement in the Official Gazette of La Rioja, until 1:30 PM; if the last day is a Saturday, Sunday, or holiday, it is moved to the next business day. With the publication on October 29, this calculation places the closing on Saturday, November 14, therefore the deadline is moved to Monday, November 16, 2026.

Offers may be submitted by hand or by mail; the contractor must justify the date of posting and announce the dispatch on the same day via telex, fax, or telegram; notification by email to contratacion@calahorra.es is also permitted provided there is evidence of transmission and receipt. The place of submission is the Procurement Service (Servicio de Contratación), at Glorieta de Quintiliano, s/n, Calahorra.

The opening of the envelopes will take place in the Plenary Hall (Salón de Plenos) of the Town Hall (Casa Consistorial), at 8:30 a.m. on the Tuesday or Thursday following the deadline for the submission of proposals.

Legal basis and appeal process

This announcement is made public in compliance with Article 135 of Law 9/2017, of November 8, on Public Sector Contracts. Against the agreement, which concludes the administrative process, an optional appeal for reversal (recurso de reposición) may be filed before the Local Government Board (Junta de Gobierno Local) of the Calahorra City Council within one month from the publication of the summary; if one month passes without a resolution, it shall be deemed dismissed, and a contentious-administrative appeal may be filed before the Contentious-Administrative Court of La Rioja within six months. The announcement was signed in Calahorra on October 26, 2026, by the Mayor-President, Mónica M. Arceiz Martínez.

The competition calendar is tight: any interested operator must gather the documentation and formalize their offer before mid-November, barely two weeks after publication. With a starting budget that may increase through price bidding, the bid will decide who operates a unique space in the Era Alta parking lot during the two central weeks of Christmas, from December 22 to January 4, a period of maximum commercial and leisure activity in the city.
