Cabrero puts the bar for the 2026 San Miguel Festivals up for tender

The Cabrero City Council has called for tenders for a special common-use license of the public domain for the installation and operation of a bar during the San Miguel 2026 Patron Saint Festivities, under a competitive bidding process among professionals and companies in the hospitality sector. The call, approved by Mayoral decree 2026-0063, is published in the Official Gazette of the Province of Cáceres number 172, dated September 9, 2026, with reference BOP-2026-4207 and file 91/2026.
The bar will be installed in the Plaza de las Eras or the municipal sports center of Cabrero (Calle Venero, 1), depending on the weather, and its operation will take place from Tuesday, September 29, 2026, starting at 6:00 PM, until Sunday, October 4, 2026, at 6:00 AM. The deadline for submitting bids will be 5 business days counting from the day following the publication of the announcement.
Object and conditions of the license
The public domain license, which is non-renewable, is granted in accordance with Article 77 of Royal Decree 1372/1986, of June 13, which approves the Regulations on Assets of Local Entities, and is excluded from the application of Law 9/2017 on Public Sector Contracts. The successful bidder shall assume, at their own risk and expense, the installation, assembly, and disassembly of the bar, without this entailing any cost for the City Council.
- Minimum fee: €600.00 (SIX HUNDRED EUROS), subject to upward improvement.
- Provisional guarantee: not required, to encourage participation.
- Civil liability insurance: minimum coverage of €250,000.00.
- Penalties for non-compliance: fines from €300.00 to €1,200.00 and up to €100.00/day for delays in disassembly.
Submission of bids and evaluation
Proposals shall be submitted to the general registry of the Cabrero City Council, on a business day between 9:00 AM and 2:00 PM, via two sealed envelopes: envelope “A” containing the administrative documentation (responsible declaration) and envelope “B” containing the economic offer. No variants or alternatives will be admitted, and each bidder may submit a single offer.
The sole evaluation criterion will be the offered fee, with a maximum score of 10 points, awarding the maximum score to the best economic offer and the rest proportionally. In the event of a tie, it will be resolved by draw in a public act. The evaluation committee will consist of:
- Fernando Marcos Porras, first deputy mayor.
- Ana Cecilia Sánchez Clemente, secretary-auditor.
- María Eugenia García Tierno, administrative assistant.
Obligations of the successful bidder
The license holder must comply with health, labor, and risk prevention regulations, keep the occupied area clean, and install recycling containers (paper, glass, and plastic). The sale of alcoholic beverages to minors under 18 is prohibited, with a mandatory information sign, and the assignment, transfer, or leasing of the license is expressly prohibited. The City Council may unilaterally revoke the authorization for reasons of public interest, without the right to compensation.
The terms and conditions can be consulted on the City Council’s electronic office (cabrero.sedelectronica.es). An optional appeal for reversal may be filed before the mayor-president within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Cáceres within two months.
The call for applications represents a direct opportunity for the local hospitality sector of Cabrero, which may opt for a strategic point of sale during the patron saint festivities with a modest starting fee and no provisional guarantee. The resolution of the competition, which will be published on the notice board and on the electronic office, will define who assumes the operation of the bar at one of the municipality’s most crowded festive events.
