Cabra del Camp presents phase 5 of Mas del Plata

The Plenary of the Cabra del Camp City Council initially approved, in the session of October 1, 2026, the paving project and storm water and sewage network for phase 5 of the Mas del Plata urbanization. The execution budget for contract (PEC) is 1,368,950.90 euros, VAT included. The agreement is published in the Official Gazette of the Province of Tarragona on October 20, 2026 (CVE 2026-09719, p. 1-1) and opens a one-month period for submitting allegations.

The project is titled “Project for the paving and storm water network in the ‘Mas del Plata’ urbanization with the incorporation of the sewage network. Phase 5” and was drafted by the engineer Rafael Cabré i Villalobos. The approved objective is not limited to the surface and storm water drainage: it adds the sewage network, so that phase 5 includes both basic service networks under the same project.

The processing is framed within article 89 of Legislative Decree 1/2010, of August 3, which approves the revised text of the Urban Planning Law, and article 37 of Decree 179/1995, of June 13, which approves the Regulation of works, activities, and services of local entities. The announcement is electronically signed by the mayor, Javier Romero Aznar, on October 19, 2026.

This is one of the most extensive road infrastructure and sanitation actions that the council is submitting for public exhibition in this fiscal year.

One month to examine the file

The public information period is one month and is counted from the day after the publication of the announcement in the Official Gazette of the Province of Tarragona, thus expiring on November 20, 2026. During this period, any natural or legal person may examine the file and consult the project through two channels:

• The municipal offices of the Cabra del Camp City Council, during public office hours.
• The notice board of the council’s electronic headquarters.

In both cases, allegations, claims, or suggestions that are deemed appropriate may be formulated. The announcement does not establish any specific model or particular registry for submission, beyond the ordinary channels of interaction with the local Administration.

Final approval without a new step by the Plenary

The announcement incorporates a relevant clause for the construction schedule: if no allegation, claim, or suggestion is presented during the public information period, the project will be considered definitively approved without the need for a new express agreement from the Plenary. This automatic approval does not, however, exclude the subsequent publication of the final approval agreement under the legally provided terms.

This means that the project can be administratively closed a few weeks after the process if there are no challenges, and that any submission of allegations requires them to be expressly resolved before the final declaration. The published text does not detail bidding deadlines or the execution schedule of the works.

For the residents of Mas del Plata, phase 5 directly affects the road surfacing and the drainage and sanitation capacity of the urbanization, two elements that condition accessibility and the quality of basic services. The process opened in the Official Gazette of the Province of Tarragona is the only planned window to influence the project before it becomes final.
