Cabanillas del Campo appoints two administrative staff as career civil servants

The City Council of Cabanillas del Campo has approved the final grading and the appointment as career civil servants of the candidates who passed the selection process for two administrative positions. The decision is formalized through Mayoral Decree No. 1486/2026, dated September 14, 2026, which is published in full, along with its annex, in the Official Gazette of the Province of Guadalajara No. 180, corresponding to Tuesday, September 22, 2026. The announcement appears signed in Cabanillas del Campo on September 16, 2026, by the mayor, José García Salinas.

A competitive examination process with three phases

The call for these two positions was approved by Mayoral Decree 1296/2026, which established the regulatory bases of the selection procedure for the definitive provision, through a competitive examination system and open call, of two administrative positions for the City Council of Cabanillas del Campo. The bases were published in BOP No. 138, of July 21, 2025, and the call subsequently appeared in the Official State Gazette No. 190, of July 29, 2025.

The process was carried out in three phases: examination, merit competition, and a probationary period. According to the eleventh base, the final grade results from the sum of the partial grades of each phase and cannot exceed one hundred points. Upon completion of the third phase, the Selection Board submitted its partial assessment, which the Mayor’s Office fully adopts in terms of scoring and justification.

The file and the resolution were subjected to the corresponding prior expenditure audit, which reported conformity. The resolution is based on articles 22, 23, and 25 of Royal Decree 364/1995, of March 10, and on the powers of article 21.1, letter g), of Law 7/1985, of April 2, regulating the Bases of the Local Regime.

The positions and the job bank

The appointment refers to the administrative position, General Administration Scale, Administrative Subscale, subgroup C1, of the City Council of Cabanillas del Campo. The decree is structured into five resolving sections:

• Definitively approve the list of successful candidates, ordered by descending final grade.
• Appoint as career civil servants the successful candidates for the administrative position, subgroup C1.
• Authorize the creation of a job bank for future temporary coverage through interim appointment of administrative positions, group C, subgroup C1.
• Publish the resolution on the municipal electronic office and in the Official Gazette of the Province of Guadalajara.
• Declare the resolving nature of the act, which concludes the administrative route.

The job pool is established, in accordance with the thirteenth clause of the rules, with applicants who have passed at least the first part of the competitive examination, the theoretical knowledge test. The order of calling follows three successive criteria: first, those who passed the first and second phases of the examination, based on the combined score of the two tests; then, those who passed the first phase, based on the combined score of its two parts; and finally, those who passed the first part of the first phase, in order of score.

Appeal deadlines and a second appointment

An optional appeal for reversal may be filed against the resolution before the Mayor’s Office within one month from the day following its publication in the BOP, or an administrative-law appeal may be filed within two months before the Administrative Litigation Section of the Court of First Instance, Court No. 1, of Guadalajara, pursuant to Article 46 of Law 29/1998, of July 13. The document includes an electronic verification code for validation on the bulletin’s website.

In the same issue of the bulletin, a second file from the same city council is published: Mayoral Decree No. 1488/2026, of September 14, 2026, which approves the final qualification and the appointment as a career civil servant in the selection process by competitive examination for one administrative position, resolved in favor of Óscar Gómez Garrido. That call for applications was approved by Mayoral Decree 1301/2026 and published in BOP No. 138, of July 21, 2025, with a subsequent announcement in the Official State Gazette No. 190, of August 8, 2025.

Impact

With these decrees, the City Council of Cabanillas del Campo closes three administrative selection processes and consolidates its staff with career civil servants, in addition to establishing a temporary job pool to cover absences and interim positions. The publication in the official bulletin opens the appeal periods and marks the starting point for the new civil servants to take office.
