César Alberto Jordán Brignole assumes office as Vice Minister of Public Security

The Presidency of the Republic appointed César Alberto Jordán Brignole as Vice Minister of Public Security of the Vice Ministerial Office of Public Security of the Ministry of the Interior, a key position of trust for the leadership of citizen security policy. The act is formalized through Supreme Resolution No. 231-2026-IN, signed in Lima on September 7, 2026, and published in the Legal Norms section of the Official Gazette El Peruano on Tuesday, September 8, 2026.
The resolution, endorsed by the Minister of the Interior, César Augusto Astudillo Salcedo, and signed by the President of the Republic, Keiko Sofía Fujimori Higuchi, is issued under Law No. 29158 (Organic Law of the Executive Branch), Law No. 27594, Law No. 31419, and Legislative Decree No. 1266, which regulates the organization and functions of the Interior sector.
A change in the Interior leadership
The appointment takes place within the framework of a restructuring of the two vice ministerial offices of the Ministry of the Interior. Through S.R. No. 229-2026-IN, the resignation of Juan Carlos Sotil Toledo from the position of Vice Minister of Public Security, which he had accessed via S.R. No. 219-2026-IN, was accepted; and through S.R. No. 230-2026-IN, he was simultaneously appointed as Vice Minister of Internal Order.
Conversely, S.R. No. 228-2026-IN accepted the resignation of César Alberto Jordán Brignole from the position of Vice Minister of Internal Order, which he had held since S.R. No. 221-2026-IN, to now assume the Public Security portfolio. The move constitutes an exchange of functions between both offices in a single administrative act.
A strategic position for citizen security
The Vice Ministry of Public Security is the body responsible for formulating, coordinating, and supervising policies for the prevention of and fight against criminality, as well as articulating the actions of the National Police of Peru and citizen security programs at a national level.
