Cármenes somete a información pública la modificación de la tasa de basuras

The Cármenes City Council has initially approved the modification of the fiscal ordinance regulating the tax for garbage collection or urban solid waste, the tribute paid by residents and companies for the collection service. The agreement was adopted by the municipal Plenary in an extraordinary session held on November 3, 2026, and is published in the Official Gazette of the Province of León number 210, of today November 5, 2026, on page 21, with the official reference BOP-LE-2026-210004.

Initial approval in an extraordinary plenary session

The Cármenes City Council, located at number 11 Carlos Alonso Street in the town, is processing the modification of this tax figure in accordance with the legally established procedure for municipal fiscal ordinances. The official announcement records the plenary agreement and orders the opening of the file for public exhibition, a mandatory preliminary step before the new wording of the tax comes into force.

The processing complies with the provisions of article 17.2 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, which requires that files for the modification of fiscal ordinances be submitted for public information before their final approval.

Thirty days to appeal and consult the file

The public exhibition period is thirty days and is counted from the day following the insertion of the announcement in the Official Gazette of the Province of León, thus extending from November 6 to December 5, 2026. During this period, interested parties may examine the file and present any claims they deem appropriate. The key points of the procedure are as follows:

  • Deadline: thirty days from the day following the publication of the announcement.
  • What is opened: the modification file of the fiscal ordinance for the garbage collection or urban solid waste tax.
  • Who can appeal: interested parties, i.e., the residents and companies of the municipality subject to the tax.
  • Where to consult the full text: the electronic office of the Cármenes City Council (https://aytocarmenes.es/), in the Electronic Office / Notice Board section.

The announcement is signed by the mayor, Dioniso M. García González, and is electronically registered with validation in the municipal electronic office, so that interested parties can verify its authenticity.

From the provisional agreement to the definitive ordinance

Once the public exhibition period has ended, the City Council will adopt the appropriate final agreements, resolve any claims that have been submitted, and approve the final wording of the ordinance. If no claims are registered, the initially approved agreement will be understood as definitively adopted, without the need for a new plenary agreement, although the full publication of the text of the ordinance in the official provincial bulletin will remain mandatory.

A city council reviewing its fees this autumn

The modification of the waste collection fee is added to another recent fiscal review by the same council. On August 21, 2026, the Plenary of Cármenes initially approved the fiscal ordinance for the fee for the provision of wastewater treatment and discharge services, which became final without objections and whose full text was published in the Official Bulletin of the Province of León, number 198, dated October 19, 2026. In that file, the initial announcement had been inserted in bulletin number 163, dated August 27.

The announcement of the waste collection fee appears in section I of today’s bulletin, dedicated to city councils, alongside other municipal agreements such as the provisional list of admitted persons from Chozas de Abajo or the final approval of the Staffing Table (Relación de Puestos de Trabajo) of Congosto.

The relevance of this procedure is direct for the residents: the waste collection fee quota appears on the receipt paid by homes, businesses, industries, and premises in the municipality, so any change in the ordinance will ultimately impact the amount to be paid. The public information period is the only opportunity for affected taxpayers to submit objections before the modification is closed and the final text is published.
