Córdoba appoints two unit heads and two Directorate secretaries
Por FactBox Admin

The Córdoba City Council has published four appointments of civil servants to positions of responsibility: two unit headships—Accounting Management and Budgets—filled by competition, and two Executive Secretariat positions awarded by free appointment. The resolutions appear in the Official Gazette of the Province of Córdoba (BOP) No. 214, dated November 5, 2026, with official references BOP-A-2026-3664, BOP-A-2026-3665, and BOP-A-2026-3666. In all four cases, the assumption of office must take place within three business days following the publication of the appointment in the provincial gazette.
Context: two different provision methods
The appointments are based on Article 124 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, as amended by Law 57/2003, of December 16, and on the powers delegated by Mayoral Decree No. 8377, of June 17, 2023, and by Local Government Board Agreement No. 602/2023, of June 26. The publication is made in compliance with Article 25 of Royal Decree 364/1995, of March 10, which approves the General Regulation for the Entry of Personnel into the Service of the General State Administration and the Provision of Job Positions.
The two headships are filled via the competition procedure provided for in Article 39 and following of the same regulation, while the Executive Secretariats are assigned by free appointment, pursuant to Article 51 and following.
Three appointments by competition and decree
The first of the resolutions is signed by the Deputy Mayor Delegated for Human Resources and Occupational Health, Management, Health and Consumption, and Youth, Cintia Bustos Muñoz:
- José Manuel Gómez Fernández (DNI *3653) as Head of the Accounting Management Unit, by Resolution No. 2026/16895, of October 1, via competition.
- Juan Manuel Soriano Lara (DNI *8989) as Head of the Budgets Unit, by Resolution No. 2026/18458, of October 22, via competition.
Both resolutions are published on pages 15889 and 15890 of the gazette, respectively, and are dated Córdoba, October 6 and 27, 2026.
Two Executive Secretariats by free appointment
The third announcement, occupying page 15891, details the appointment of two female civil servants as Executive Secretaries through the free appointment procedure, agreed upon by Decree No. 2026/13967, of August 14, 2026:
- Irene Chacón Aguilar (DNI *5048).
- Salvadora Porras Fernández (DNI *8343).
The announcement is dated Córdoba, October 7, 2026, and maintains the identical assumption of office regime: three business days from the publication in the BOP.
Deadlines and effects for the interested parties
The three-business-day period is the common operational element across the three announcements and affects both the designees and the units that must formalize the termination and appointment. The publication in the official bulletin is what triggers the countdown, as expressly stated in the three texts. The announcements are inserted in section VI, Local Administration, of issue number 214 of the provincial bulletin.
The relevance of the news is twofold: on one hand, it completes the management structure of two key economic areas of the City Council—Accounting and Budgets—through a competitive process, that is, using merits and capacity as criteria; on the other, it confirms two positions of trust in the Management secretariats through free appointment. For interested municipal officials, the announcements specify the names, procedures, and deadlines with which these four positions are filled.
