Córdoba appoints María Dolores Jiménez Navarro as Director General of Emergencies
Por FactBox Admin

The Local Government Board of the Córdoba City Council has appointed María Dolores Jiménez Navarro as Director General of Emergencies, Civil Protection, Public Safety, and Public Roads, effective October 1, 2026. The agreement was processed via an urgency procedure and is published in the Official Gazette of the Province of Córdoba No. 203, dated October 20, 2026, in the Local Administration section (reference BOP-A-2026-3431, pp. 15092-15093). The appointment entails an expenditure of 25,404.02 euros.
The file is based on Article 179 of the Organic Regulation of the Most Excellent City Council of Córdoba and stems from motion No. 1204/26 from the Delegation of Human Resources and Occupational Health, which proposed filling the management position. The agreement of the Local Government Board, dated September 28, 2026 (No. 1024/26), is published in full in the gazette and is signed, for publicity purposes, by the Deputy Mayor delegated to Human Resources and Occupational Health, Cintia Bustos Muñoz, in Córdoba on September 30, 2026.
A general directorate created two months prior
The position is not new: the General Directorate of Emergencies, Civil Protection, Public Safety, and Public Roads was created by Decree No. 13612, dated August 7, 2026, issued by the Mayor’s Office and published in the Official Gazette of the Province of Córdoba No. 158, dated August 17, 2026 (reference BOP-A-2026-2858, p. 12426). That regulation was supported by Article 124.4 k) of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and Article 169.1 of the municipal Organic Regulation.
The August decree outlined the organizational chart in three movements:
- Creation of the General Directorate of Emergencies, Civil Protection, Public Safety, and Public Roads, with management functions over the Delegation of Public Safety and Public Roads.
- Renaming of the General Directorate of the Historic Center as the General Directorate of the Historic Center, Culture, and Historical Heritage, which assumes the delegations of Culture and Historical Heritage and the Historic Center.
- Suppression of the General Directorate of Culture and Historical Heritage, integrated into the former, and modification of the Municipal Organizational Chart Report approved by Decree No. 3324/2025, dated March 3.
The signing of that decree was carried out by the delegated councilor for the Presidency, Miguel Ángel Torrico Pozuelo.
Justified urgency and cost of the position
The now-published agreement expressly declares the urgency of the matter so that the appointment would not have to wait for the next ordinary session of the Local Government Board. The argument recorded in the file is twofold: to guarantee the proper functioning of the duties attributed to the management body and to allow its holder to assume the tasks inherent to the position “immediately.”
On the economic front, the agreement authorizes and allocates an expenditure of 25,404.02 euros charged to the Credit Retention with relationship number 12026003182. The assumption of office is retroactive to October 1, 2026, meaning the new director general had already taken office prior to the publication of the appointment in the bulletin.
Incompatibilities and transfer of the agreement
The fourth section of the agreement establishes the control regime accompanying the position. The Local Governing Board applies the fifteenth additional provision of Law 7/1985, of April 2, and subjects the new director general to the incompatibility regime of Law 53/1984, of December 26, in addition to the concurrent state and regional regulations.
Consequently, Jiménez Navarro must submit to the Secretary General of the Plenary:
- A declaration regarding causes of possible incompatibility and any activity that provides or may provide her with economic income.
- A declaration of assets and participation in companies of all types, including information on the companies in which she holds shares.
- Tax returns for income, wealth, and corporate taxes, where applicable.
The agreement is transferred to the interested party and to three administrative units: the Delegation of Security and Public Roads, the Secretary General of the Plenary, and the Personnel Department.
The appointment closes the design phase and opens the management phase of a directive structure that concentrates emergencies, civil protection, citizen security, and public roads under a single command, reporting directly to the Delegation of Citizen Security and Public Roads. For residents, the change translates into who is politically responsible for the coordination of emergencies and the use of public space in the city, and a cost of 25,404.02 euros already allocated in the municipal credit retention.
