Córdoba creates new general directorate of emergencies in municipal reorganization

New executive position for emergencies and security

The Córdoba City Council has created the General Directorate of Emergencies, Civil Protection, Citizen Security and Public Thoroughfare, a new executive governing body that will assume management functions over the Department of Citizen Security and Public Thoroughfare. The decision is set out in Decree No. 13612, issued by the Mayor of Córdoba on 7 August 2026 and published on Monday 17 August in the Official Gazette of the Province of Córdoba (No. 158, p. 12426).

The decree, signed on 11 August by the Councillor Delegate for the Presidency, Miguel Ángel Torrico Pozuelo, is based on Article 124.4, paragraph k), of Law 7/1985 of 2 April, regulating the Bases of Local Government, which confers on the Mayor’s Office the power to establish the organisation and structure of the executive Municipal Administration in municipalities with large populations.

Merger of Culture and Historic Centre

The decree also modifies the General Directorate of the Historic Centre, which will be renamed the General Directorate of the Historic Centre, Culture and Historic Heritage. This body will exercise management functions over two departments:

• Department of Culture and Historic Heritage.
• Department of the Historic Centre.

At the same time, the General Directorate of Culture and Historic Heritage is abolished, and its powers are integrated into the new name of the Historic Centre directorate. This measure responds to a grouping of powers of a homogeneous nature within a single governing body, as provided for in Article 169.1 of the General Organic Regulations of the Córdoba City Council.

Amendment of the organisational chart and entry into force

The fourth provision of the decree orders the amendment of the Report on the Municipal Organisational Chart, previously approved by Decree No. 3324/2025 of 3 March, in the terms established by the three preceding provisions. The text of the decree will also be published on the Córdoba City Council Transparency Portal and will be forwarded to the heads of the affected bodies, to the Department of Human Resources and Occupational Health and to the Plenary Session of the Corporation.

The entry into force of the reorganisation is conditional upon the cessation of the holder of the abolished General Directorate of Culture and Historic Heritage. Until that time, the existing structure remains fully operational.

Legal framework and powers

The decree is based on the self-organization authority that corresponds to every municipality under Article 4 of Law 7/1985, and is supported by a legal report issued by the General Administration Officer of the Presidency Delegation and the General Director of Coordination of the City Council, identified with the Secure Verification Code (CSV) 84D840C6DB316B25D730. The Organic Regulations of the Córdoba city council establish that determining the number and name of general directorates corresponds to the holder of the Mayor’s Office, who may structure them into blocks of homogeneous competencies.

Impact on local administration

The reorganization directly affects the executive structure of the Sevillian capital, one of the most populous Spanish municipalities. The creation of a general directorate dedicated to emergencies, civil protection, and citizen safety responds to the trend among large-population city councils of strengthening specialized management of essential services. The merger of Culture with the Historic Center, for its part, simplifies the organizational chart by unifying related competencies into a single body, which could streamline decision-making in cultural and heritage matters in a city with a historic center declared a World Heritage Site by UNESCO.
