Cárcheles approves the rates for Concilia and Aulas Abiertas

The Cárcheles City Council (Jaén) has definitively approved the ordinance regulating the public prices for the municipal reconciliation services Concilia Mañana, Concilia Verano (Summer School), and Aulas Abiertas. The agreement, adopted by the Plenary in an extraordinary session on July 17, 2026, becomes definitive as no claims were filed during the public exhibition period, and is published in the Official Gazette of the Province of Jaén number 174, dated September 8, 2026 (reference 2026/4179).

The regulation is issued under articles 41 to 47 of the Revised Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, and aims to promote the reconciliation of family, personal, and professional life for families in the municipality, offering safe spaces for attention, care, and the development of educational, cultural, sporting, and leisure activities aimed at minors.

Rates for the three services

The ordinance sets the amounts to be paid by fathers, mothers, legal guardians, or representatives of the minors requesting any of the services. For Concilia Mañana, the rates are:

Monthly service per student: €26.00.
Service for individual days: €3.00/day.
Second sibling enrolled: €20.00/month.
Third sibling and subsequent: €15.00/month.

For Concilia Verano (Summer School), the modalities and prices are:

Last week of June: €10.00.
Fortnight of July: €20.00.
Full month of July: €40.00.
First week of September: €10.00.
Second sibling enrolled: €20.00/month; third sibling and subsequent: €15.00/month.

For its part, participation in the Aulas Abiertas program has a fee of €10.00, which is a one-time payment per participant and edition, unless the corresponding call establishes another duration or modality.

Discounts and exemptions

The ordinance provides for reductions for groups with a greater need for support. Families that prove a situation of social emergency, following a report from the Municipal Social Services, shall be exempt from payment, and the following discounts apply:

25% for large families.
25% for single-parent families.
50% for minors with a disability equal to or greater than 33%.

Discounts are not cumulative, and sibling reductions apply only when all are enrolled simultaneously in the service.

Management, payment, and entry into force

The payment obligation arises upon formalizing the registration or application, and payment must be made prior to the start of the service; failure to pay may lead to the exclusion of the applicant. In general, no refund of the amounts paid will be granted once the service period has begun, unless the suspension or cancellation is attributable to the City Council or there is a duly proven case of force majeure.

The ordinance shall enter into force once definitively approved, published in full in the Official Gazette of the Province of Jaén, and after the period provided for in Article 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, has elapsed. An administrative appeal may be filed against the agreement before the Contentious-Administrative Chamber of the High Court of Justice of Andalusia, based in Granada, within two months of publication.

The regulation provides legal certainty and transparency to services key for work-life balance in a rural municipality, establishing affordable rates and discounts that protect large families, single-parent families, and families with minors with disabilities. With this, the Cárcheles City Council, whose mayor is Enrique Puñal Rueda, consolidates a stable offer of childcare during the school year and summer.
