Cànoves i Samalús approves the parking fee for Can Domènech and Vallforners

The City Council of Cànoves i Samalús has provisionally approved the fiscal ordinance regulating the fee for parking vehicles in municipal car parks, which replaces the current public price. The agreement, adopted by the Plenary at its ordinary session of 30 July 2026, was published in the Official Gazette of the Province of Barcelona (BOPB) on 13 August and will be on public display for 30 days for the submission of claims or allegations.

The fee applies to the use of the public car parks at Can Domènech and the Vallforners Reservoir, described in the text itself as an important starting point for hiking and cycling routes through the Montseny Natural Park. Until now, parking in these facilities was regulated by a public price, approved by a Plenary agreement of 30 May 2024, which will be repealed when the new ordinance enters into force. The text is framed within articles 15 to 19 of the Consolidated Text of the Local Finance Regulatory Law (Royal Legislative Decree 2/2004, of 5 March) and in Law 58/2003, the General Tax Law.

Rates and reductions

The charge has been set in accordance with the technical-economic report contained in the file, so that the yield of the fee does not exceed the real or foreseeable cost of the service, as required by article 24.2 of the TRLRHL. The general rates for cars are:

• 4.00 euros per day.
• 25.00 euros per monthly pass.
• 70.00 euros per annual pass.

The ordinance establishes two 100% reductions:

• Vehicles displaying the parking card for persons with disabilities.
• Vehicles listed in the registry of the Mechanical Traction Vehicles Tax (IVTM) of Cànoves i Samalús and with no outstanding debts; the reduction will be applied automatically each June and will be valid for 12 months.

Payment and penalty regime

The fee accrues when the parking service begins and can be paid at the ticket machines provided or by electronic payment on the website www.aparcamentcis.cat. When the service is not provided for reasons not attributable to the liable party, the corresponding amount will be refunded.

The penalty regime provides that parking without a valid ticket constitutes an administrative offence punishable by a fine of 18.00 euros. The person reported may have the report cancelled by paying a cancellation fee of 8.00 euros on the same day and before 8:00 p.m. of the notification, which implies the closure of the file and the waiver of any subsequent administrative claim; otherwise, the ordinary penalty procedure will be initiated.

Procedure and entry into force

The provisional agreement is made public through the announcement in the BOPB and its placement on the corporation’s notice board, with the official document CVE 202610132429, signed by the mayor Josep Cuch Codina on 6 August 2026. If no claim is filed within the 30-day period, the ordinance shall be deemed finally approved and shall take effect from the day following the publication of the final approval, and shall remain in force until its amendment or express repeal is agreed.

The new fee entails a change of model in the management of car parks that act as a gateway to the Montseny routes, while guaranteeing free parking for registered residents and people with disabilities. The public exhibition period is the occasion for citizens and organisations to submit their objections to the Plenary before the text becomes final.
