Cádiz announces seven administrative section head positions and the direction of Culture

The Cádiz City Council has published in the Official Gazette of the Province of Cádiz number 156, of 14 August 2026, the call for applications for eight middle management posts and one area director position. Decree 2026/3259 (file 14/2026) opens a specific competition for one Mayor’s Office coordinator and seven Head of Section posts, while Decree 2026/3264 (file 16/2026) announces, by free designation, the post of Director of the Culture Area. Applications must be submitted electronically within ten working days from the day after publication.

Both resolutions, issued on 5 and 6 August 2026, are approved by the delegated Councillor for Civil Service by virtue of the delegation from the Mayor-Presidency of 22 June 2023, and their notification is signed by the Director of the Personnel Area, Marina del Pilar Jiménez Rivas, by delegation of the Secretary General. The posts derive from the amendments to the Staff List approved by the Plenary on 9 August 2024 and 29 January 2026, and the rules, negotiated at the Civil Servants’ Negotiating Table on 13 February 2025, are adapted to Law 5/2023, of 7 June, on the Civil Service of Andalusia.

Eight posts by specific competition

Decree 2026/3259, with file 14/2026, approves the rules and the call for applications for several posts through a specific competition, reserved for career civil servants of the City Council itself, in group and subgroup C/C1:

• One post of Mayor’s Office Coordinator (grade level 20 and specific allowance of €1,367.23).
• One post of Head of Section of the Consumer Office.
• One post of Head of Section for Expenditure Control attached to the Municipal Comptroller’s Office.
• One post of Head of Section for Subsidies attached to the Municipal Comptroller’s Office.
• Two posts of Head of Section in the Department of Social Welfare and the Elderly.
• One post of Head of Section in the Department of Youth.
• One post of Head of Section in the Department of Sport.

Spanish nationality is required, as well as being a career civil servant of the Cádiz City Council and proving at least three years’ seniority in the post; the selected person must remain in the post for a minimum of three years before taking part in a new competition. The process consists of two phases: a general merits phase (minimum 2 points) and a specific phase consisting of a written report of up to 10 points, weighted at 45% and 55% respectively.

Director of the Culture Area, open to other administrations

The Decree 2026/3264, file 16/2026, announces the position of Director/Directress of the Culture Area, code 0425, included in the consolidated RPT published on 2 May 2025 and created in the amendment to the RPT for 2026 approved by the Plenary on 29 January 2026 (BOP number 49, of 13 March). The position, with full-time dedication, destination complement level 30 and specific complement of €3,041.03, is filled by free designation and is open to other public administrations:

• Spanish nationality and status as a career civil servant of the General Administration or Special Administration scale.
• Membership in subgroup A1.
• Degree in the field of Social or Legal Sciences.

Its main function is to direct and coordinate the services integrated in the Culture Delegation: cultural programming, municipal performing and exhibition venues, contracting and budget execution of the area. The competent body will discretionarily assess the suitability of candidates based on the curriculum, experience and training provided.

Deadline and submission of applications

Applications shall be submitted exclusively by electronic means through the web portal of the Cádiz City Council (www.cadiz.es), in the section “Convocatorias Procesos Selectivos”. The deadline is ten business days from the day following publication in the bulletin, and the resolution must be issued within a maximum period of one month, extendable by another month with justification, in accordance with Article 128.5 of Law 5/2023.

The calls represent an opportunity for internal promotion for municipal civil servants of Cádiz, who may access headships of administrative sections in central and social services, and open the direction of the city’s cultural policy to staff from other administrations. The processing by specific competition in two phases and by free designation is framed within the new regime for the provision of posts in the Andalusian civil service.
