Cádiz opens applications for the head of the Technical Office for Projects and Investments

The Cádiz City Council has published the call to fill, via the free appointment system, the position of Head of the Technical Office of Projects and Investments, a key role for the management of municipal works and investments. The decision is detailed in Decree 2026/3383, dated August 17, 2026, and published in the Official Gazette of the Province of Cádiz number 162, dated August 24, 2026, under file 9/2026.

The position, with code 0780, was created with the modification of the List of Job Positions for the 2025 fiscal year, approved by the Plenary on March 27, 2025, and published in the BOP of Cádiz number 81, dated May 2, 2025. The processing is carried out by delegation of the Mayor’s Office-Presidency dated June 22, 2023, such that it is the responsibility of the Delegated Councilor for Public Service to approve the regulatory bases and the call.

The position and its remuneration

The call defines the position as a free appointment, with a workday of 272 hours and the following remuneration:

  • Destination Supplement Level: 27 (A1) / 26 (A2).
  • Specific Supplement Level: 1,882.65 euros.

The main function is the direction and coordination of the Technical Office of Projects and Investments, responsible for the development of municipal projects in accordance with the strategic objectives of the City Council and in compliance with technical, legal, and budgetary standards.

Requirements and functions

Those aspiring to the position must meet the following requirements:

  • Hold Spanish nationality.
  • Be a career civil servant with a position belonging to the General Administration or Special Administration Scale.
  • Belong to Subgroup A1/A2.
  • Possess a Degree in the field of Engineering or Architecture.

Specific functions include the planning and evaluation of urban investments, the direction of municipal works, the supervision of projects, interdepartmental technical assistance, and the direction, coordination, and representation of the Office’s technical team.

Deadlines and processing

Applications shall be submitted by electronic means through the Cádiz City Council website (www.cadiz.es), in the “Selective Process Calls” section. The submission period will be 10 business days counting from the day following the publication of the bases in the Official Gazette of the Province.

Once the deadline has expired, a decree will be issued listing the admitted candidates, and the reasoned resolution shall be the responsibility of the Delegate Councilor for Public Service, within a maximum period of one month, extendable with justification for one additional month in accordance with Article 128.5 of Law 5/2023 on the Public Service of Andalusia. The call for applications is governed by Royal Legislative Decree 5/2015 (Basic Statute of Public Employees), the aforementioned Law 5/2023, and Royal Decree 364/1995, among other regulations.

Filling this position is strategic for the City Council, as the Technical Office of Projects and Investments concentrates the management of municipal works and infrastructure, as well as the technical and economic monitoring of actions. Its definitive provision by free appointment will provide stability to an area essential for the execution of the city’s investments.
