Cáceres opens the call for grants for NGODs for development cooperation

The Municipal Institute of Social Affairs (IMAS) of the Cáceres City Council has opened the 2026 call for grants under a competitive process intended to finance development cooperation projects executed by non-governmental development organizations (ONGDs). The guidelines were approved by the Resolution of the Presidency of the IMAS on September 4, 2026, and are published in the Official Gazette of the Province of Cáceres, number 173, dated September 10, 2026, with reference BOP-2026-4232 (page 20831).

The application period will be 10 business days, starting from the day following the publication of the call summary sent by the National Grants Database (BDNS) in the BOP of Cáceres. The call is processed in accordance with Law 38/2003, of November 17, General Law on Grants, Royal Decree 887/2006, of July 21, which approves its Regulation, and the General Grants Ordinance of the Most Excellent City Council of Cáceres.

Allocation and Amounts

The funds allocated for the financing of these grants amount to a maximum of 115,000.00 euros, charged to the 2026 IMAS Budget, distributed in two modalities:

• Investment expenses: 67,500.00 euros (budget application 10-23101-78902, document RC 220260001243).
• Current expenses: 47,500.00 euros (budget application 10-23101-48902, document RC 220260001242).

The maximum grantable amount per entity and project may not exceed 5,000.00 euros, and each entity may submit a single application. The grants awarded will cover a maximum of 90% of the total project budget, and the entity must co-finance the remaining 10% with its own resources or from other sources.

Purpose and Priorities

Eligible projects must address the needs for basic services and rights of disadvantaged populations in developing countries, with the aim of fighting poverty and improving quality of life. Geographical and sectoral priorities are established:

• Sub-Saharan Africa: Sierra Leone, Democratic Republic of the Congo, Mali, Cameroon, Niger, Burkina Faso, Guinea-Bissau, Rwanda, Senegal.
• Latin America: Honduras, Nicaragua, El Salvador, Guatemala, Haiti, Paraguay, Bolivia, Peru, Ecuador, and the Dominican Republic.
• Maghreb, Middle East and Near East: Morocco, Mauritania, Algeria, Palestinian territories, and the Sahrawi population.
• Asia and the Horn of Africa: Somalia, Djibouti, Eritrea, and Ethiopia, as well as areas in active armed conflicts.

Sectoral priorities include food sovereignty, basic education, health and hygiene, access to drinking water, gender equality, indigenous peoples’ rights, democratic strengthening, justice and peace, environmental protection, co-development, and the human rights of LGBTI people.

Requirements and submission

Eligible beneficiaries may be legally constituted NGOs registered in the Municipal Registry of Citizen Entities of the Cáceres City Council, duly registered with AECID or AEXCID, non-profit, and with a registered office or representation and activity in Cáceres for at least one year. Applications shall be submitted through the Electronic Office of the Cáceres City Council (https://sede.caceres.es), the ORVE network, or the electronic registry of the SARA network, addressed to the President of IMAS.

Project evaluation will be scored from 0 to 100 points, with only those exceeding 50 points being eligible for subsidies. The Evaluation Commission will be chaired by the Managing Director of IMAS and composed of two municipal technicians and the secretary of IMAS. The payment of subsidies will be made in advance, without the need to provide a guarantee, and projects must be fully executed before November 30, 2026.

This call represents direct support for the province’s third sector, which may finance cooperation projects in the most impoverished countries on the planet. For NGOs with headquarters or activity in Cáceres, the ten-business-day deadline requires immediate preparation of documentation, in a process that will be resolved within a maximum of six months from publication in the official bulletin.
