Busto de Treviño sets water connection fee at 1,500 euros

The Neighborhood Council of Busto de Treviño, in the municipality of Condado de Treviño (Burgos), has initially approved the modification of the fiscal ordinance regulating the tax for the domestic supply of drinking water. The new regulation sets a connection fee of 1,500 euros per dwelling or premises and a rate of 0.50 euros per cubic meter. The text is published in the Official Gazette of the Province of Burgos number 162, dated August 27, 2026.

Regulatory Context

The modification was agreed upon in a council meeting on August 9, 2026 and, once exposed to the public without any claims being filed, the modified text is now published. The processing is supported by article 17.4 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries, as well as article 113 of Law 7/1985, of April 2, regulating the Bases of Local Regime.

The ordinance refers expressly to the water supply and the connection to the supply, and reorganizes the tax quota and the rates applicable to the service users in the town. The agreement adopted in the council has been made public following the public exhibition process, with no recorded allegations presented against the text.

New Quotas and Rates

The modified ordinance establishes the following amounts for the water supply and the connection to the supply:

  • Domestic use: 0.50 euros per cubic meter of drinking water.
  • Annual fee: 60.00 euros per year.
  • Connection to the water network: 1,500.00 euros per dwelling or premises, required as a one-time payment upon the granting of the connection license or authorization.

The connection fee is configured as a single payment that taxes the connection of each dwelling or premises to the municipal supply network, and is added to the consumption rate and the annual maintenance fee. In this way, the cost of the service is structured into three components: actual consumption, the periodic annual fee, and the initial outlay for the connection.

Appeal Period

An administrative-law appeal may be filed against the final approval of the ordinance and its provisions before the corresponding chamber of the High Court of Justice of Castilla y León, based in Burgos, within a period of two months starting from the day following the publication of the announcement. The agreement is dated August 13, 2026 and is signed by the village mayor, Eduardo Ocio Sáenz de Buruaga.

Impact for Residents

The measure affects all residents of Busto de Treviño, a town integrated into the County of Treviño, and represents a significant cost for those connecting new homes or premises to the water network. The single fee of 1,500 euros is added to the consumption rate and the annual fee, meaning the total cost of the service increases substantially for new connections, while ordinary consumption remains at the rate of 0.50 euros per cubic meter.
