Burriana announces 9,000 euros in grants for NGODs for international cooperation

The Burriana City Council has announced, on a competitive basis, grants totaling 9,000 euros destined for international cooperation projects and the promotion of solidarity by NGODs (Development NGOs) with a registered office or delegation in the municipality. The call was approved by Mayor’s Office decree no. 2026-3633, dated September 13, 2026, and published in the Official Gazette of the Province of Castellón no. 112, dated September 17, 2026, with reference 04080-2026-U and file 3457/2026. The grants are financed through budget allocation 231.48900026, titled “NGOD Grants,” of the 2026 Municipal Budget.

Regulatory framework and competent bodies

The guidelines are based on Law 38/2003, of November 17, General Law on Subsidies, the General Subsidy Ordinance of the City Council (BOP no. 139, of November 19, 2013), the 2026 Strategic Subsidy Plan, and the execution guidelines of the Municipal Budget. The context of the call is framed within the United Nations 2030 Agenda for Sustainable Development and the V Master Plan for Valencian Cooperation 2021-2024.

The competent body for granting the subsidies is the Mayor’s Office, while the processing of the procedure corresponds to the Department of Social Services. The proposal for granting is formulated by an Evaluation Commission composed of:

• Presidency: the Mayor’s Office or the councilor replacing it.
• The delegated councilor for Social Services.
• One person from the Citizen Participation Information Commission.
• One person from the municipal staff with functions in the matter.
• One person from Section IV of the City Council, acting as secretary, with a voice but no vote.

Requirements and submission of applications

Non-profit NGODs, legally constituted and registered in the association registry at least one year prior to the publication of the guidelines, and registered in the NGOD Registry of the Spanish Agency for International Development Cooperation (AECID) or in the Registry of International Development Cooperation Agents of the Valencian Community, may apply for the grants. They must have a registered office or delegation in Burriana, be non-profit, and be up to date with their tax and Social Security obligations.

Each entity may only submit one project, through the municipal electronic registry via the procedure “Grants for international cooperation (NGOD) 2026” and the standardized form of Annex I. The documentation includes:

• Copy of the bylaws and the registration in the relevant registry.
• Resolution of registration in the AECID registry or that of the Valencian Community.
• Technical project of a maximum of 15 DIN A4 pages, Arial 12 font and single spacing.
• Responsible declarations of being up to date with obligations and not incurring the prohibitions of article 13 of Law 38/2003.
• Third-party maintenance form and bank account ownership certificate.

The submission period is 10 business days from the day following the publication of the call summary in the Official Provincial Gazette. Projects must be executed during the 2026 fiscal year.

Evaluation criteria and priority areas

The evaluation is distributed over 100 points: up to 30 for projects in priority geographical areas, 20 for justification and diagnosis, 20 for technical implementation, 15 for the incorporation of the gender perspective, and 15 for execution capacity.

The priority areas and countries are:

• South America: Bolivia, Colombia, Ecuador, and Peru.
• Caribbean Region: Cuba, Haiti, and the Dominican Republic.
• Near East: Palestinian Territories and displaced and refugee populations.
• Sub-Saharan Africa: SAHEL countries (Senegal, Mauritania, Mali, Burkina Faso, Niger, Nigeria, Chad, Sudan, Eritrea, and Ethiopia), as well as Kenya, Mozambique, and South Sudan.
• Asia: India.
• Central America and the Maghreb: no priority countries, but projects aimed at vulnerable populations are viable.

Resolution, justification, and appeals

The maximum period for resolution and notification is six months; expiration without resolution justifies the understanding that the application has been dismissed by administrative silence. Justification will be carried out through a simplified justification account, with a maximum deadline until November 30, 2026, and payment will be made upon justification of the activities. The grants are compatible with other subsidies provided they do not exceed the total cost of the activity.

Against the resolution, which ends the administrative route, an optional appeal for reversal may be filed before the Mayor’s Office within one month, or a contentious-administrative appeal before the Contentious-Administrative Court of Castelló de la Plana within two months. The announcement is signed by the mayor, Jorge Monferrer Daudí, in Burriana, on September 14, 2026.

The call reinforces the role of local solidarity entities in decentralized cooperation and opens a municipal financing route for projects in structurally impoverished countries, with the gender perspective and sustainability as the axes of the scoring system.
