Burriana opens the call for 9,000 euros in grants for NGODs

The Burriana City Council has opened the call for grants aimed at Non-Governmental Development Organizations (ONGDs) that implement cooperation projects in structurally impoverished countries. The extract of the call is published in the Official Gazette of the Province of Castellón no. 113, dated September 19, 2026, in the Local Administration section, with official reference 04124-2026-U and identifier BDNS 930198. Interested entities have 10 business days to submit their application.

The regulatory bases were approved by Mayor’s Presidency decree no. 2026-3633, dated September 13, 2026, and were published in full in the BOP no. 112, dated September 17, 2026, with reference 04080-2026-U and file 3457/2026. The call is processed under a competitive bidding regime, and its full text can be consulted in the National Grants Database.

Requirements and beneficiary entities

Public or private ONGDs that meet the following conditions may apply:

Be non-profit entities, legally constituted and registered in the corresponding registry of associations at least one year prior to the publication of the bases.
Be registered in the Registry of Non-Governmental Development Organizations attached to the Spanish Agency for International Development Cooperation (AECID) or in the Registry of International Development Cooperation Agents of the Valencian Community.
Have a registered office or delegation in the municipality of Burriana and be dedicated to cooperation with structurally impoverished countries and populations.
Be non-profit, not depend on for-profit entities, and be up to date with tax obligations, Social Security, and the City Council itself.
Not be subject to the prohibitions of Article 13 of Law 38/2003, of November 17, General Law on Subsidies.

Each entity may submit a single cooperation project, which must be executed during the 2026 fiscal year.

Amount, deadline, and submission of applications

The call has a total amount of 9,000 euros, financed from budget allocation 231.48900026, titled “ONGD Grants,” of the 2026 Municipal Budget. The grants are compatible with other public and private subsidies or resources, provided that the total does not exceed the total cost of the subsidized activity.

Applications shall be submitted exclusively by electronic means to the registry of the Burriana City Council, through the procedure “Subsidies for international cooperation (NGOs) 2026”, in accordance with Article 14 of Law 39/2015. The deadline is 10 business days from the day following the publication of the summary in the BOP. The required documentation includes statutes, registration certificate, the technical project —with a maximum of 15 pages— and the responsible declarations of the legal representative.

Evaluation criteria and priority countries

The evaluation of the projects is divided into five blocks:

Priority geographical areas: up to 30 points.
Justification and diagnosis of the project: up to 20 points.
Implementation of the technical project: up to 20 points.
Incorporation of the gender perspective: up to 15 points.
Capacity of the parties to execute it: up to 15 points.

Priority is given to projects in Bolivia, Colombia, Ecuador, Peru, Cuba, Haiti, Dominican Republic, the Palestinian Territories, the SAHEL countries —including Senegal, Mauritania, Mali, Burkina Faso, Niger, Nigeria, Chad, Sudan, Eritrea, and Ethiopia— as well as Kenya, Mozambique, South Sudan, and India.

Processing and justification

The processing of the procedure corresponds to the Department of Social Services, while the resolution corresponds to the Mayor’s Office, signed by the announcer, Jorge Monferrer Daudí. An evaluation commission, chaired by the Mayor or the councilor replacing them, will issue the evaluation report. The maximum period to resolve and notify is six months; administrative silence shall have a dismissive effect.

Beneficiary entities must justify the subsidy through a simplified justification account, including invoices and proof of payment, and publicize the municipal collaboration. The deadline for submitting the final justification documentation ends on November 30, 2026.

The call reaches the associative and cooperation network of Burriana with a limited but stable budget, and requires entities to prove local roots and official registration to apply. The deadline of 10 business days from the publication of the summary makes the BOP date of September 19 the decisive reference for preparing and registering projects.
