Burguillos announces five masonry positions for the enclosure of the sports complex

The Burguillos City Council has approved the call for five masonry positions under a temporary employment regime: two 1st Class Masons and three Masonry Laborers, assigned to the Works and Services Area. The decision, adopted by the Local Government Board in an extraordinary and urgent session on August 27, 2026, is published in the Official Gazette of the Province of Seville number 168, dated Monday, August 31, 2026 (reference BOP-SE-2026-168008).
The contracts, which are for a fixed term due to production circumstances, will be valid for one month, from September 1 to 30, 2026, on a full-time basis. The primary assignment is the execution of the project “Completion of perimeter fencing and access control of the Burguillos Municipal Sports Complex,” in addition to other complementary maintenance actions for municipal buildings and facilities.
An urgent process without a current job bank
The call is justified by the absence of a current job bank for these categories within the City Council and the urgent and unavoidable nature of the hiring. The request for personnel was formulated on August 18, 2026, by the Works and Services Coordinator, José M.ª Rodríguez Hermida, and the file was processed via Mayoral Order on August 24, 2026.
The agreement is adopted in the exercise of the competence delegated by the Mayor-Presidency through Mayoral Resolution No. 443/2023, of June 19, and is based on Article 15.2 of the revised text of the Workers’ Statute Law. The certificate of the agreement is signed by the Municipal Secretary, David Luque Ambrosiani, with the approval of the Mayor, Domingo Delgado Pino.
Selection by simplified competition and SAE pre-selection
The selection system will be a simplified competition with an in-person interview, with a maximum score of 10 points. The pre-selection of candidates is the responsibility of the Andalusian Employment Service (SAE), which will send the City Council the individuals who meet the requirements; applications submitted directly to the City Council will not be accepted.
- Competition phase (maximum 7 points): professional experience (up to 4), additional academic qualification (up to 1), and complementary training (up to 2).
- Interview phase (maximum 3 points): in-person and individual, with a minimum eliminatory score of 1 out of 3 points.
- Tie-breaking: greater experience, higher interview score, and, as a last resort, a draw.
For the 1st Class Mason positions, a qualification (Higher Baccalaureate, Second Degree Vocational Training or equivalent) is required or, failing that, a minimum accredited experience of one year in an equivalent position. For Masonry Laborer, no specific qualification or experience is required, although they are valued as merits.
Requirements, tribunal, and contracting
Applicants must meet the requirements of Article 56 of the Basic Statute of Public Employees, including Spanish nationality (or the exceptions in Article 57), functional capacity, an age between 16 and the compulsory retirement age, and not having been dismissed from service from any Administration. Merits shall be accredited through certifications, employment history from the TGSS, course diplomas, and degrees recognized by the Ministry of Education.
The Evaluating Board will be composed of a president, two members, and a secretary, all of whom must be public employees with a qualification equal to or higher than that required, and it cannot be constituted without at least three members with voting rights. Once the process is completed, a provisional list of applicants will be published with a period of two business days for claims, and a hiring proposal will be formulated in favor of the two highest-scoring individuals for 1st Class Official and the three for Laborer, with the remainder forming a reserve pool.
The call for applications represents a short-term local employment opportunity in a municipality of the province of Seville, channeled efficiently through the Andalusian Employment Service to respond to an urgent need for public works. The rules and derived acts may be challenged via an appeal for reversal within one month or a contentious-administrative appeal before the Contentious-Administrative Court of Seville within two months.
