Burgos puts out to tender the San Pedro and San Pablo bullfighting fair 2027-2029

The Burgos City Council, through the Municipalized Sports Service, has released for public consultation the economic feasibility study for the new concession of bullfighting events during the San Pedro and San Pablo fairs and festivals, which will be held at the Coliseum Burgos during the years 2027, 2028, and 2029. The announcement is published in the Official Gazette of the Province of Burgos, number 176, dated September 16, 2026, with reference BopBur-2026-03808.

The contract may be extended for one additional year, subject to the express agreement of the parties, provided that the total duration, including extensions, does not exceed four years. The report, signed in Burgos on August 26, 2026, concludes that no fee (canon) is foreseen, as it would create an imbalance in the future consideration.

A study based on data from the previous concessionaire

To prepare the economic study, data provided by the previous fair concessionaire were used, as this is a preliminary analysis prior to the new tender in which the Municipalized Sports Service does not yet have its own economic information regarding the future concession. The report warns that these data constitute only an objective reference and do not predetermine the economic conditions that future bidders will offer.

The programming for the 2026 fair, taken as a reference, was as follows:

• June 26 – Recortador competition: 4,022 seats.
• June 28 – Corrida de rejones (horseback bullfighting): 5,105 seats.
• June 29 – Bullfight: 5,806 seats.
• June 30 – Bullfight: 8,124 seats.
• July 1 – Bullfight: 7,234 seats.
• July 2 – Bullfight: 7,109 seats.
• July 3 – Grand Prix: 1,863 seats.

These figures include complimentary tickets, invitations, and those included in season tickets. Approximately 50% of the tickets sold correspond to “peña” (fan club) season tickets, located in sectors D, E, and F of the arena.

Obligations of the future concessionaire

The successful bidder must use and maintain the bullring with diligence during the exploitation period, adapting the multi-purpose space for bullfighting use, including the adaptation of the floor with the placement and removal of the albero (yellow sand). The Municipalized Sports Service will be responsible for the installation, assembly, and disassembly of the alley (callejón) and the barrier.

Among the main obligations are:

• Prepare the infirmary, the courtyard and horse stables, the cattle loading and unloading area, the weighing scale, the pens, pigsties, skinning area, and the veterinary department.
• Install the structures for the preferential boxes and maintain the public address equipment, as well as the two screens (video scoreboards) of the Coliseum.
• Promote the sale of season tickets, with a minimum number equal to those withdrawn the previous season, and provide the municipal service with the list of season ticket holders.
• Settle the remuneration of the plaza staff and the operating expenses, including the infirmary, municipal buglers, daily cleaning of the ring, watering, care and weighing of the livestock, slaughtering of cattle, and the service of mulillas and torileros.
• Hire private security and develop a self-protection plan for the venue, in accordance with the regulations for public spectacles.

Processing and legal framework

The procedure is based on Article 285.2 of the LCSP, which requires the execution and approval of a feasibility study for service concession contracts, which is binding when it concludes that the project is unfeasible and ensures the transfer of a real operational risk to the concessionaire. Pursuant to Article 247.3 of the LCSP, once the study is approved, it is submitted for public consultation for a period of one month.

The report is signed by the manager, Raúl Yudego Díez, and by the head of the Sports administrative unit, Leonardo Pérez Llamazares.

The new concession for the San Pedro y San Pablo bullfighting fair is a contract of great economic and social impact for the city, as it concentrates in the Coliseum one of the most relevant festive events on the Burgos calendar. The absence of a fee and the extension of up to four years seek to guarantee the economic balance of the operation and the continuity of a program that mobilizes peñas, livestock farms, and sector professionals.
