Burgos cedes twenty garages and a storage room to Copsa by court order

The Local Government Board of the Burgos City Council, in a session held on July 30, 2026, has agreed to grant an administrative concession in favor of Copsa Empresa Constructora, S.A. regarding the garage spaces and storage room located at Fernán González Street, 28-30. The decision is adopted in execution of judgment 151/2012 and is published in the Official Gazette of the Province of Burgos number 162, dated August 27, 2026, within section III of Local Administration.

The agreement, processed by the municipal Heritage Section, affects a total of 20 garage spaces distributed across two basements of the property, plus one storage room. The concession is formalized as compliance with a judicial ruling that obliges the council to cede the use of these heritage assets to the awarded company.

Object of the concession

The administrative concession comprises the parking spaces and the storage room of the building at Fernán González Street, 28-30, distributed as follows:

  • 9 garage spaces in basement -1.
  • 11 garage spaces in basement -2.
  • 1 storage room annexed to the spaces.

The granting occurs by reason of the execution of judgment 151/2012, which recognizes the company’s right to these spaces of the municipal heritage.

Parties and procedures

The beneficiary of the concession is Copsa Empresa Constructora, S.A., identified with CIF ES-A0902818-4, who appears as the interested party in the administrative procedure. The agreement also includes the following procedures:

  • Notify the agreement to the interested company.
  • Publish the concession in the Official Gazette of the Province and on the municipal notice board.
  • Empower the delegate councilor for Heritage to sign whatever documents are necessary to carry out the agreement.

The document appears signed in Burgos on August 4, 2026, by the delegate councilor, Ángel Jesús Manzanedo Gutiérrez.

Relevance for the municipality

The transfer of these 20 garages and the storage room represents the materialization of a judicial obligation regarding municipal heritage, which will now be managed by a construction company under an administrative concession regime. The decision, adopted by the local government body and published in the official gazette, guarantees the publicity and transparency of the procedure and directly affects the management of municipal-owned assets in the vicinity of Fernán González Street.
